1. Break Dancing.
The Parks and Recreation Director gave approval for four kids
to do break dancing in the West Market Square area with the
stipulations that there would not be more than three or four
at one time, that the music not be too loud and with the under-
standing that if the merchants complained that the activity would
be stopped. Lt. Thurston had received a complaint from the officer
covering that beat and therefore it was brought to the Public
Safety Committee for their direction o such activities in park
The Committee had no objection,,. and the City Manager
indicated that if complaints were received on any such type of
activity that it would cease.
2. Increase in Parking Fines.
At its last meeting, the Committee discussed parking fines for
the repeated offender who pays his tickets. The staff met since
that time and recommended that if the ticket fine is to be increased
that it should be done after the third ticket received each month.
The first three tickets would be at the $1.00 fine and each succeed-
ing ticket would go to $5.00. This method could be easily be handled
by the officers on the beat and each ticket would have a notice on
it indicating this method. The computer would keep an up-to-date
printout with the information. The Committee agreed with the
proposed escalated increase in fines, but Council Chairman Willey
questioned its legality.. The City Manager indicated he would check
with the City Solicitor. Councilor Tilley suggested that if it is
legal, that a council order be prepared for the upcoming agenda.
3. Change in Parking Amendment - Harvey Hillson.
Mr. Willson could not attend the meeting but indicated by phone
that he would like to meet with the Committee during the week of
July 9th.
