Council Ordinance 85-293 - Si
The Ovmittee discussed the Concept of centralizing the Maine Travel
anfOtmational signs placed by the State ai also perhaps charging an
annual fee for sign placement. In terve of hailing dimcmo y signs Ear
future Cumideration, the Planning Officer indicated it mull M taken
cam of under tM City's Sign Ordinence and would rot have to Cook State
Statute. Councilor Willey suggested are cling State legislation in order
to prohibit signage in residential areas, unless approved by the local
egnnmity anehority, a l having the municipality dictate the fixation
fce signs. The Planning Officer indicated the local mmicipality has

eupPcet the sign ordinance until an alternative is presented. C acilor
Tilley snggestad writing the State to indicate Bence is going to
establish a new sign ordinance as of Jamary 1, 1986 and anyone wishing
to place a sign in that interim period shculd be told the signs will
last Only until the new ordinance canes into effect. The administration
felt that a letter would not be a very effective means of armunicating
to the State. The Camuttee took m action on Ordinaxe 85-293 and
suggested postponing action until the first Council meeting in October.
TM staff was asked to prepare something for the Council's consideration
concerning an aaeadment to the Sign Ordinance. Councilor Willey

me mosper of the City Council (that being Councilor Tilley), the
Planning Officer ai the Gude Enfamsue nt Officer. He will make this
suggestion to the Council Chairman asking that the Committee prepare a
proposal within a six weak tinefrme. 'its C nsittes unanimously agreed
with tis recommendation.
2. Council Ordinance 85-300 - Taxicab Certificates.

Necessity EVIn the City prior to obtaining a Taxicab License. The staff
felt it was Cot the City's respomsibility to make such an evaluation ai
leterninatim. Several repmmntntivas Of the local taxicab companies
were in attendance, one xepresentative irdicat d he agonal it put the
Council in a hard position of regulating the lisetty but felt them
slpuld be sane Control to assure on adequate and quality taxicab service
in Bangor. The Police Department does inspect the vehicles. aha
proposed repeal will not interfere with the City's licensing of
vanicles� and the City will still maintain the public health, safety and
welfare protection.

Councilor Tilley expressed concern that the City maintain a good lewal
Of taxi service, a ip ent, etc. The equipnmt has to pass inspection
by the Police Department.
By a unanimous vote, the Committee recameMed passage of Camcil
prdhlene3 8S-300.
One of the representatives from the taxicab companies indicated he would
like to see all taxicab stands open win the stipulation that no one
company would dominate any one stall. Councilor Willey felt this was
something to be worked out among the cab companies and didn't require
City involvement and questioned an anti-trust situation. The City

Manager inheated he would check with the Police Chief concerning cab
stands.
3. Stillwater Avenue and Essex Street.
The abject intersection has been checked on nuoamus occasions by the
Police Bepaxlment, and also by a consultant through the B4 (Bangor
Area Ca p ehensive Transit Study) Committee, and it is not recomrendetl
that a traffic signal be installed at this location. The Committee
agreed with the remmmidatim.
4. Painted Lines at Oak and Begxk Streets.
Councilor Willey mulicated a problem at this intersection and questicmd
if a step light would he necessary.. The administration didn't feel it
was necessary.
5. One Hour Parking - BrOadway and Penobscot Street.
Ion Soucy had requested ma-Inur parking on Pine Street all possibly
restricted parking in front of his office at 72 Broadway. The Camittee
agmed with ace -hour restricted parking on Fe hoscot Street from the
comer of French Street for a distance of 117' n the corner of Broadway
and for a distance of 80' of Broadway to the driveway of 72 Broadway.
All of the parking is to he fns 9 AM to 5 PH ane a Council Order will
be prepared for the Council age ia.
