1. Sidewalk Cafe - Braley's Lunch.
Dennis Braley, owner of Braley's Lunch on the corner of Main
and Broad Street, requested permission to operate a sidewalk
cafe during the summer months from Memorial Day through to
Labor Day with five or six tables and an awning covering.
His idea is to have food purchased inside.his restaurant,
taken outside to eat and then the dishes and trash brought
back inside by the customers.
The Committee asked that Mr. Braley meet with the City staff
to work up a detailed proposal and then come back to the
Public Safety Committee for their recommendation.
2. Bangor's 150th Celebration -'Use of West Matket Square.

Linda Clyve, Chairman of the 150th Celebration Committee,
requested permission to use the West Market Square area
from June 29 to July S, 1984 for an open patio cafe with tables,
chairs and umbrellas. She alsorequested the City. to designate
a River City Festival Area for vendors during this week so that
the 150th Committee could have control over the vendors.coming
in to sell. She outlined several parking lots they would like
to use and further indicated that the 150th Committee would have
jurisdiction over the vendors and concessions.
The Committee asked Linda Clyve to meet with City staff to draw
up a specific proposal with a clearly defined map of the lots to
be used and then come back to the Public Safety Committee. The
Council will have final approval and it was suggested an Order
be prepared for the March 26th agenda.
Notices willhave to be prepared and handed out to all people
purchasing parkingpermits starting in June indicating which
lots will not be available during the June 29 to July 8th period.
Mrs. Clyve indicated that it is hoped that the West Market Square
Restaurant would be catering for the open patio. The City Engineer
mentioned the portable hot dogwagon which is in the area during
the summer months and Mrs. Clyve felt he could go into the festival
area during that week.

3. Banners Over Main Street
Mr. Harrington, representing the Farmer's Market, was present to
request permission for a banner to be placed over Main Street at
the Buck Street intersectionfor the entire summer. The City
Manager told the Committee that,although there is no official
policy, the staff feels it tobe unreasonable to allow exclusive
use of the area all summer but felt a two-week time period to be
reasonable. There is'a $20 fee every time a banner is placed by
Public Works and this fee will probably be increased to $35. If
the Bass Park Corporation gets an advertising sign, the City would
propose;; no banners at this location.
Mr. Harrington indicated that the Market is in the area behind
the Paul Bunyan Statua`und some people aren't aware of it. He
felt if the banner could .stay up all summer that people would
become more acquainted with the Market and in future years would
request the two-week period for the banner. He did indicate that
the banner comes down during the Bangor State Fair week and that
perhaps they couldusethe spot throughout the summer when no one
else was using it. Councilor Davis asked if a fee would have to
be paid each time if the crew was there anyway to take a banner
down. Mr.. Harrington suggested perhaps a reduced fee for each
additional time.
Councilor Tilley felt a policy should be established within the
next few weeks to figure out a rate structure and also to give
priority to prior users. He felt there should either be a policy
established or no banners at all.
The City Engi l r questioned politicacandidates monopolizing
the area and allowing businesses using the banneraspromotional
signs. He suggestedperhaps the use should be limited to activities
being held in the park area.
The City Manager indicated there is a wind factor problem at the
location and it is hard to keep a banner inplace. Lt. Thurston
mentioned a safety hazard in that people tend to be looking at the
banner and not at the traffic signals.
The Committee uanimously voted to have the matter studied further
as to procedure and fees for banner placement and to get back to
them with a report. Mr. Harrington will be notified as soon as
a policy is established.
4. Handicapped Parking Park Street.
The Committee unanimously approved a request for one handicap
parking. space on Park Street in front of the medical office
supply company. -
5. Double Parkin" Tod -Away Zones.
The Committee agreed with Lt. Thurston's recommendation for tow -
away zones in the downtown area and also having an ordinance to
limit time for trucks loading and unloading in the downtown area.

The Committee asked. Lt. Thurston to give them a list of tow -
away zone spots in the downtown area and suggested it also
include tow -away due to blocking of snow removal as well...
.Lt'. . Thurston recommended that people should pay their ticket
before getting the towed -away car back and the Committee agreed
the Ordinance should cover this fact. Councilor Brown suggested
these changes be prepared for the March 26th Council agenda.
6. Parking - Downtown Development - Harvey Willson..
Harvey Hillson and Darrell Cooper discussed parking needs for
the development of new office space in the West Market Square
building. There are presently four tenants lined up with a
potential of thirty-two. The request was for reserved parking
for both tenants and customers/clients.along the Kenduskeag
Plaza.
The City Manager indicated the City is faced with both short and
long term parking problems. More businesses will be requiring
ore spaces for downtown development and will place a greater
demand on .the City to .create a.parking garage or facility. It
is a policy question of how .parking is to be handled.
Rod McKay indicated spaceswere available in the mosteasterly
row of the area adjacent to the Kenduskeag Plaza in the lower
end of the parking lot. The rate would be $7.50 per month per
space. Lt. Thurston indicated that the developer would be re-
sponsible for policing these spaces and that the area would have
to be properly signed indicating the spaces are for tenants of the
West Market Square building. The City Engineer suggested that
Mr. Willson buy regular parking permits and the tenants could
park in any designated permit. parking area and the City would
takecareof enforcement of regulations.
The staff will prepare -a document for the lease of these spaces
and have it approved by the City Council.
Mr. Hillson asked about a loading zone on the corner of the West
Market Square building next to the United Bank drive-in to
accommodate tenants of the building. Lt. Thurston indicated
there is a loading zone on Broad Street in front of Dakin's which
could be used.
In another matter, Mr.Willson .discussed the condition of downtown
streets and sidewalks and the ice build up.due to the recent storm.
Franklin Street Parking 'Changes.
The Committee approved Lt. Thurston's recommendations for re -posting
parking on Franklin Street to accommodate the recent improvements
and developments. Lt. Thurston showed the Committee the changes on
a diagrammed map and the City Manager will prepare the appropriate
Council order.
