City Solicitor Dale Theriault, Parks S Recreation Director John Frawley, City Engineer Tom Small, Cade Enforcement Officer 1. Parking - Bellevue Avenue. Residents of Bellevue Avenue were invited and were in attendance to discuss a recent letter from Dr. Wibby to Councilor Brown re- garding parking on Bellevue Avenue. His request was to have n parking on the lower end of Bellevue Avenuetoeliminate hospital employees from parking in the area during. the day. He further questioned why parking was eliminated above his driveway when he had only requested it be removed below his driveway. After considerable discussion, the Committee unanimously agreed to leave the parking as it currently exists on Bellevue Avenue but requested that the Police Department monitor the area more closely. Councilor Brown indicated he would like to view the area with Lt. Thurston and that the matter can be reviewed again in two -months. 2. Downtown Parking Policy. (a) LeaaedSnacea for Tenants. The Committee recently approved the leasing of pparking spaces for tenants using office apace in zhe West Maxkee Square building, per request of Harvey Hillson. The staff felt the Committee should be aware that this is indirectly establishing a policy and felt this i n area which should be studied further to consider the impact it will have on downtown parking. The Planning 0£ficer indicated that the number of permit parking spaces in downtown was cut back when the Parking Advisory Committee made their recommendations and felt it should be seriously looked at before eliminating any more spaces for leasing purposes. The staff would need two or three months in order to completely study the downtown parking situation and to give the Council recommendations. The Committee unanimously agreed togrant Mr. Hillson's request with the understanding that once staff recommendations are re- cevied and a policy established on downtown parking that the agreement will be negotiated at that time. A one-year lease commencing August 1, 1984 will be drawn up by the City's Legal Department for Mr. Hillson. -2- (b) Leased 'Spades -for Residents. The City Manager had received a etter requesting par rng for a resident in a downtown apartment. The Committee approved this request for two spaces but asked that no more requests be granted until such time as the downtown parking policy is established. This type of parking requires 24-hour parking and would have to be properly identified and separated because of the City's snow removal policy. 3. 'SDxingfese and Canoe Race - Request for Use of Public Park Area by Kenduskeae Stream: The Committee discussed at length this issue with Lynne Fessler, Sane Cushing, Lavern Stockwell, John Parch, Donna Steams and owners of LaCucina. The Springfest Committee had requested use of the park area for their activities in conjunction with the Canoe Race 'ncludin� a beer tent. The Committee discussed the policy of the Council giving a private organization - authorization to use and: control .city Land for a particular event. The.organization must follow a procedure in selecting vendors which is fair to all who are interested in selling. In this case the vendor has already taken steps to operate on the site.. - again and publicity on the bid process did not get out. Tom Davis felt the LaCucina Restaurant has rights to operate the beer tent since they have already applied for a liquor License for the event.. Councilors Brown and Tilley felt the Springfest Committee should be given control of the site providing it followed a bid procedure for the vendors which ,meets the approval Q£ the '.City.'s. legal staff. Lynne Pessler, representing Springfest, stressedthe need for the organization to have control to coordinate the event in order to ensure its functioning and layout but indicated there is not ensuh r om for mor than one beer tenant at the location. City Solicitor, indicated that LaCucina has no rights just because they have operated the tent in prior years. He further indicated that the City didn't have to grant the liquor permit„ although it has been signed, because it hasn't been given to the applicants. The Committee voted 2-1 to recommend to. the full City Council that the Springfest Steering Committee be given control of the site on April 21st providing they follow a bid procedure on all con- cessions. The full City Council will meet in a special session to vote on this matter. 4. Taw Away and Truck Zones. The Committee unanimously approved Council Ordinance 84-130 and once the Ordinance is. passed by the full Council a complete list of proposed tow -away zones will be preparedby Lt. Thurston for the Committee's consideration. -3- 5. Handicapped Requirements Under General Revenue Sharing Regulations. The Committee approved She establishment of an advisory committee to help the City implement .the Section 504 Standards of the Rehabilitation Act. .The Committee suggested that members of this Committee should be residents of Bangor. 6. Policy an Banners over Main Street. The Committee unanimously approved a policy on the use of overhead banners at Main/Buck Streets and Main/Broad Streetsas_.,prepared sand presented by John Frawley and Tom Small.withthe stipulation that the paryy involved -, bge required to have insurance. The policy is attached,and a Council Order will be prepared for the April 9th agenda. Jerry Harrington, representing the Farmer's Market, was granted permission to place a sign advertising the Market from the first of July to the end of October with the exception of during the harness racing season. 7. 150th Celebration - Use of West Market Square and 'Other. Downtown. Areas. The Committee approved the use of the downtown area as 'outlined by John Frawleyy and Linda Clyve for the River City Festival. on July 29 thxough July 8, 1984. A.Council Order will be drawn up for the April9thagenda with a map outlining the areas involved.. The Committee did recommend that parking be restricted in the. areasoutlined except for deliveries. 8. Dennis Braleyoutaide 'Cafe. The staff met with Mi. Braley and put together a Council Order and map relative to his use of the sidewalk area at Main and Broad Streets for an outside cafe during the summer months. The .Committee recommended passage of Council Order 84-132 but required insurance coverage by Mr. Braley. Committee adjourned at 5:57 p.m. 0
