Minutes Present: Councilor John Gass, Chairman Councilor Ed Brown Councilor Arthur Tilley John Flynn, City Manager Lt. Thurston, Police Department Sgt. Geissler, Police Department 1. Parking on Birch 6 State Streets. The'Co:mmitteediscussed parking at this location with Mr. Gambino and Miss Ellis, and unanimously recommended that an additional 20 feet of parking making a total of 40 feet allowed onthe northerly side of State St. to the corner of Birch Street. An Order will be prepared for the February 28th agenda. 2. Firearms ordinance. The City Solicitorhanded out copies of a draft ordinance regarding firearms. At .the last meeting regarding this item, Councilor Gass wanted to clearly establish the fact that the discharge of firearms in the City of Bangor is prohibited. The draft change would create two zones within the City for firearms discharge. Those zones would be established along the same lines as exist on the current firearms discharge map. Under Section 7.2 the draft ordinance was changed to a "Prohibited" rather than a "Restricted" District and clearly explained the fact that only an owner or someone with written permission from the owner would have authority to discharge firearms. .Councilor Gass felt that the ordinance should be restricted to the owner granting written permission - not the tenant. Councilor Tilley indicated the tenant had as much right as the owner. They finally agreed that the tenant should have written permission from the owner but the tenant could not give written. permission to a third party. "Or tenant" will be removed from Section 7.2. Several concerned citizens attending the meeting expressing concern over stricter enforcement of the Ordinance, concern over obtaining writtenpermission while hunting through several ral pieces e of property owned by different people, and o citizen suggested that the landowner who permits hunting on his property should be held liable for shooting accidents. The Committee unanimously p usly approved recommendation of the Ordinance as drafted by the City Solicitor. It will appear on the February 25th Council agenda and will require two readings by the Council. 3. Parking for Downtown Apartment. The Committee approved the administration's. recommendation to grant Dave Bryant two permanent parking spaces on the Park and Shop Lot behind the Presses building at $7.50 per month. Mr. Bryant requested these spaces for he and his wife for their downtown apartment. 4. Council Order 85-83 "Regulation of Off -Street Parking The Committee recommended .approval of Council Otder 85-83 which adds the following spaces to permit parking in the Abbott Square Lot. The second double row (containing approximately 32 spaces) of parking spaces on the Harlow Street end of the lot and the row (containing approximately 13 spaces) adjacent to and southwest Of this double row. 5. Council Order 85-84 "Off Street Meter Zones." The Committee recommended approval Of Council Order 85-84 which makes the following change: Abbott Square - the area containing the row of twenty-one ,spacesfrontingonHaynes7Court be designated as off-street .meter zone. - 6. Council Order - Harlow street. -- - The City Manager gave the Committee an Order amending the Parking schedules regarding Harlow street which took care of some mistakes within the Schedules and added the parking n front of the former Harlow Street school. The Committee recommended approval. Meeting adjoruned at 5:13 p.m.
