Thurston, Bangor Police Department 1. Wintertime Parking. Professor William Reid of Husson College was present to express his concerns over the City's wintertime parking regulations and specifically addressed the odd -even parking which he felt caused confusion to out-of-town visitors coming into.Bangor particularly in the downtown area. TheCity Manager indicated that the ordinance is primarily for the residential sections of the City to enhance snow removal from November 1st to March 31st and shoppers in the downtown area are notticketed. onthe odd -even basis because the areas are posted. Professor Reid indicated that he felt this is where the confusion lies as the exceptions present problems with the various posted areas. He further stated that Bangor's ordinance is unusual when compared to other municipalities through- out the state. Lt. Thurston indicated that prior to the November Lac date the Bangor Police Department puts reminders on people's: windshields_ regarding the nighttime parking and odd -even side parking regulations plus coverage in the Bangor Daily News and local radio stations. Councilor Tilley agreed with Professor Reid and felt it might be worthwhile to reread the ordinance and try to get some public opinion as to making the ordinance clearer. He felt it would be worth trying even._if no changes were made. 2. Taxicab Licenses. Lt. Thurston questioned the ordinance as it pertains to denial of taxi cab licenses. If a license is denied by the Police Chief the individual has no process for appeal through the City but only through the Superior Court. The Committee agreed that the City Solicitor should be contacted for his opinion prior to bringing any change before the City Council. Currently, the Council has opportunity to suspend a current license but the Committee felt they should perhaps have the authority to review any denial by the Chief. Committee adjourned at 3:35 P.M.
