1. Council Ordinance 85-10 "National Electrical Lode.,
The Committee recommended passage of this Ordinance which will
come back to the Council at their December 10th meeting.
2. Essex Street Property - Mr. Elliott.
The Code Enforcement Officer received a request from Wayne Elliott,
who was referred to Code Enforcement by the Police Department,
when found digging for bottles on 204 Essex Street land, which
is caned by the City. Mr. Elliott indicated he would like
to dig up six feet of this City -owned property. The Committee
denied the request.
3. Temporary Parking .Harlow Street.
Emden, the current agSeement with the -developers-of the former
'Aarlow Street School, the City has to provide thirty (30)
parking spaces ascondition under the UDAG Grant. The
spaces are to be in the Abbott Square Parking lot but the
staff felt that it wasn't practical until after the hiring of
a downtown parking consultant and possible renovations to the
lot. Bob Ealdacci requested that he be allowed exclusive.0e
with a lease agreement, for thirty spaces on the upper level of
the old Abler Parking lot which is directly across from the
Federal Building until such time as the City were to provide
spaces in the Abbott Square lot. The Committee approved this
request and Tom Russell will draw up a Council order for the
December 10th, agenda.
Lt. Thurston mentioned the parking directly in front of the
former school building and Mr. BdlMacci indicated they would
like to see short term, 20 minuteparking spaces.
4. Maine Central Railroad.
The City Manager read a letter to the Committee he had received
from MCRR requesting a meeting with the City concerning the
crossing at Railroad Street. The Public Safety Committee did
not feel another meeting was necessary, and asked that MCRA be
so notified of their decision.

5. Firearms Within City Limits.
The Committee discussed setting up another meeting regarding the
issue of firearms within city limits but no official date was
set.
6. New Year's Eve Celebration - Sack Roberts.
Sack Roberts from WGOY and Barbara Cyr from WVII-TV were present
to dmscuss their request for use of city property to hold a
chemical free New Year's eve celebration. The area of interest
is the Renduskeag Plaza primarily around the Maine NationalSBank.
The Committee approved the request and the City Manager w asked
to prepare a Council Order for the December 10th agenda to get
full City Council approval. A copy of the outline of activities
planned is attached. _
]. Parking Restrictions.
The Committee approved parking restrictions as outlined by
Lt. Thurston in the areas of Birch 6 State Street, Parkview and
Mt. Hope Avenue, Somerset and BIoadway, and Birch Street.. Council
Orders will be prepared for the December 10th agenda.

Councilor Gass asked Lt. Thurston to check into problems with
parking on Center Street near the fire station. A lady in the
area complained that her driveway is being blocked.
