Minutes
The Penjajawoc Watershed Citizen Review Panel met at Rangeley Hall at 12:oopm. In
attendance were Panel members John Cashwell, Lucy Quimby, Tom Davis, Jim Tyler,
genua Deschalne, James Gerery, and Dan Revive Chet Bigelow from Sewell Co., and
staff members An Morgan, Paul N¢eas, Jim Ring, Jeremy Martin, and Wendy Warren.
1. Approval of Minutes
The minutes from the September 15 CRP meeting were approved.
2. Stoneware Utility District Presentation
A draft presentation intended m be used with community groups was presented to the
CRP by staff. A number of suggestions about both the presentation and the
accompanying PowerPoint slides were made.
It was noted that both the environmental and regulatory factors prompting a mlliry
need to be part of the message. The feeling was that too much weight is currently being
given to the regulatory message.
Assumptions need to be stated whenever they are made in the presentation. In
particular, the benefits received given a particular cost simuld be stated Also, the
methods used in deriving particular costs should be explained.
Several other comments were made about particular wording In the presentation
It was suggested that financial handouts be given out along with the presentation
3. Utility District Budget
The CRP also reviewed a draft budget for the Potential stormwater utility district, going
through the budget section by section.
A number of related issues were held for inter review. These Included: whether to have
a stand alone distfict or for the City to run the utility; how to provide for start-up capital
at the commencement of the Utility's existence; penalties for illicit discharges; the BIA
repayment for ARRA Birch Stream improvements; whether fees would be static,
increase over time, or sunset after period of time; the Importance of high quality data;
whether enough money has been devoted to data gathering, particular benthic data
gathering; the need for an annual progress report; and the role of Compensation Fee
Utilization Plan (CUP) funs.
0. White Papers
Two memoranda written by staff, one about public transportation infrastructure and
the other about sidewalks and driveway aprons, had been distributed to the Parel
before the meeting. Staff gave an overview of hmv the policy decisions at play in the
public transportation paper could affect the fee and tares of Bangor citizens and others.
Staff also briefly introduced some of the concepts underlying credit systems.
