Minutes
The Penjajawsc Watershed Citizen Review Panel met at Rangeley Hall at 4:30
pm. In attendance were panel members Tom Davis, George Elliott, Charles Rohn,
James Gately, Joyce Hedlund (Vice -Chair(, Jim Tyler, Benita Deschaine, John
Cashwell (Chair), Valerie Carter, and Lucy Quimby, and staff members Jim Ring,
Art Morgan, Wendy Warren, and Paul Nickles.
1. Approval of Minutes
The minutes of the August 6, zoos and September 24, 2009 meetings were approved.
2. Staff presentation and O+A— Watershed Management Plan
Weedy Warren identified the nine EPA -required elements of a watershed management
plan. The question of how mobile stone flies, one of the indicators of stream health, are
was raised.
Art Morgan went over the causes of stream impairment, and noted those most
pertinent to the Penjalawoc watershed. The high cost of rock baskets, DEWS method for
assessing me biota in a stream, was discussed Valerie Carter suggested partnering with
the University of Maine to reduce the cost, and John Cashwell volunteered to contact
the State's entomologists. The need to contact the State regarding sah was also noted.
An went on to describe the channel and uparlan restoration efforts currently underval
despite the efforts of the resident beaver community, and the stom isiter retrofits
being built. Many of these protects were under consideration for Compensation Fee
Utilization Plan funds, and are being done with many received through the American
Recovery and Reinvestment Act, Lucy Quimby mentioned the existence of a pot of
money for improvements that can be accessed by private landowners. It was also
recommended that a list of shovelreadymitigation projects be sent to DEP.
An noted the level of priority given to projects and watershed areas, making reference
to a series of maps coded to show the prioritization.
3. Progress report —WMP
Paul Nicklas gave a brief explanation of the Cil new Stormwater Maintenance
Ordinance. An update on stimulus projects currently under contract was put off until the
next meeting
4. update— water quality monitoring and testae plan
Water quality monitoring, including the need for additional biota monitoring, was
discussed during the presentation on the Watershed Management Plan.
5.1 Staff presentation and OaA— best practices of other Whets
Wendy noted that many watershed management plans are for communities with very
different concerns than Bangors, such as flooding. Staff will continue to look for
watershed management plans covering municipalities similar to Bangor, particularly
with respect to climate.
6. Progress report— materials binder
Paul said he Intends W have the binder completed for the next meeting.

Agenda items for the next meeting include an update on stimulus projects, discussion of
more parts of the Watershed Management Plan, and a presentation on the utility
district feasibility stuff
