I. Bauasr Water District Ouarterly Update
a. Town of Hermon Maio Extension
Wayne Rogalski of me Bangor Water District updated the Committer on me Town of
Hermon main extension. Wayne stated met since talking about this previously there has
been a RgniScaM change This main stenion will be going out Odlin Road. Prior to
dim, the water main would have been a tabled to the B&A Railroad property which
would have kept all of the main extension within the town limits ofHermon. Aledge
profile was performed on Odhp Road to demmtine how much ledge was aUuelly present
along that route. The profile indicated that there was less than expected. Coordination
between Bangor Water, the engineers for the Town ofHennon, and true Hermon Town
Council led to a decision to mate that main extension out Odlin Road instead of cross-
country. What that mesnsfor me City ofBangor is 3,300 feet ofman extension will lie
within the City hunts of Bangor. Thiswillallowgreaterdevelopmemsadrebmepotwual
forthe Townofflermon. Theadenaonw beapproximatelyl4,ONfealo%. The
engineering is being performed right now. It is hoped to have the main installed before the
and of the year. Harmon will be giving Bangor Water the entire main extension and
Bangor Wmerinlurn willbegiven accessto swell site. Councilor Aube asked ifthis
reduced the cost? It was explained duet potentially it wHl, because the sewer will also be
going then way. It is in the same work ares, so there should be savings on the overall
construction. CouncJo Crowley asked ifconstruction would take place on the sides of

on the other. Councilor Crowley asked what is the procedure when a utility comes in and

Wmer is not charged because they bear the cost of restoration.
b, Methyl Tertiary -Butyl Ether (MTBE) is Drinking Water
Wayne wuAamad then there is a number of water sources in Maine that have been tested
and found to be comanurutel with MTBE. This is an additive that was put in gasoline
back in the late 197o's to the early go's when lead was taken out, Lead was a lubricant for
the valve train inside of combustion engines Now they are adding more MTBE and there
is a refommlmed gasoline. The position of the State has been to use the reformulated
Sambre to cut dawn on emissions and to take other actions relative to omission control.
MTBE is showing up in well supplies. It is very lard to get rid of and very expensive to
tram. The commwnam is not sMctly limited to well water contamination It can
contaminate surface water supplies, streaus and rivers as well. The Governor has been
talking about having all wateruthifiea test for MTBE. The Water DisMctwarnstopass
an to the Council that the District has analyzed for this compound twice. Once in March
of 1997, and again in May of this year. This is pmt of an organic screening that the
District does routinely. In both cases, it was not detectable in the water system.
Councilor Aube asked if the Water District is aware of it showing up in well water in this
arae? Wayne wavered that nor as yet. Councilor Aube asked why the state is taking its
time in coming up with a policy or procedure to deal with this issue? Wayne explained

done by DES and ifthey detect anything, they notify DEP because they are responsible for
remediation. DEP is now hying to figure out how they will handle nofificslion. -Ed
believes they will re -test any water found to be comamirated and than notify the
municipntiiy. Councilor Aube asked when is the remediation? Wayne explained that they
will probably handle that by granulated activated carbon filtration and that it will probably
have to be a repetitive process; filter and than filter again and possibly athird time.
Councilor Aube asked if other parts of the country have thin problem? Ed commented
that probably my place that is using reformulated gas would have it,
Wayne commented that this is a recent, good example of why watershed protection can
control water supply and why activities in the water supply are so important.
The Committee thanked the Water Districts representatives for thew update.
2. Establishment of Manorial to 16M1 Porta uese Exygorer Espsynn Gomez
Councilor Aube stated for the record, that Mr. Dins continues to he in correct by letter
with Councilor Baldacci renting this issue of the agenda
Stan Moses conuvomed that he bas spoken to hdr Dins. Mr, Dinis metlast week with
the Secretary of State ofPostagal and is trying to generate interest on the part of the
Portuguese government to support and perhaps fund a suitable memorial in the City of
Burger, This has been referred to a cultural committee in Portugal for evaluation. Mr.
Thus said that Tithe Portuguese Government does not fund the project, he will personally.
He will send picmrm of similar efforts that he has made in Iris home towns of New
Bedford, MA, and the menmrial, The was to be the sponsoring party, would probably
take the form of a boulder with a plaque on it. Before this meeting, refired City Engineer,
John Frawley, brought in another piece that he hes put together, which gives further
information- Stan stated that staff will continue to pursue this. Councilor Crowley asked
flit would be helpful to have a letter from the City in support of this. Councilor Aube
commented that previously the only question the Commitee had was as to the validity of
Mr.Gomez. Information received from the Historical Society was not clear. The
Commitee authorized staff to reach an agreement with Mr Dims to proceed with this
issue with the City being able to approve the language. Councilor Aube feels it would be
helpful for the Mayor to same a letter ofProclanetion. Recommendation approved.
3. Seasonal Vendor- Union Street Rerrea6an Arens
Dave Pellegrino explained that approximately b weeks no, the City was advised by Roy
Cole, who has operated the concession at the Union Street Ball Field, that he was being
transferred to Portland am that he would no longer be operating the concession. This
would bave been his second year of a [lone year contract R is hate in the session and Dale
Ther m It said that the operator of the Sawyer Arena, Jay Chung had made an
arrangement in provide a hot dog wagon This could be done for one year and then vert
year go out for a competitive process. Jay Chuag's deal to buy the wagon fell through so
he is unable to do is. Dave Pellegrino was than cautioned by Marshall Frankel who
ins icited thin M would like to run a hot dog wagon a the ball field. It is currently the
ewvd week of the season, which will ran am August and after that there will be a fall
league and than soccer. The ball field is City owned, but there are restrictions the federal
government eoamed when the City took it over. One of the restrictions is that the City
cannot make any money on it. Anything paid by a valor would have to be retained to
the Department of Education. Comi Aube asked if staff has explored a non-profit
organization doing this? It was explained the at this point, nothing has been explored.
These are recent developments. Councilor Aube is unsure of how this should be handled
without doing an RFP. The question of if the City received other requests, how would
they be handled? It was asked ifthere is a lie of potential vendors that may be interested
in something like iris? Dave commented that there is a not very long list. The
meommendation from the Commitee is tank a bid process be Put in place Council
permission is needed because it falls outside of the permitted policy. This issue will be put
on Monday ntght's agenda.
4. Virtually Ba—Denso Disk 011atimor City Council W bs'[e
Ed Barren handed out to Committee membere an example of what is on the demo disk.
The disk contains the Mission Statement of the City, Counchor names, addresses, agenda
information, etc. Brien Ross explained that he warted to offer this because he feels people
can benefit from this site. The Council will be provided the opportunity to getthe
information out to the public. Citizens would gain valuable information about the different
Committees, City processes for addressing a Committee, as well as what is coming up on
the various agendas. Brian is offering this at no expense to the City It was pointed out
that the information is all public inimmation. Ed Barrett explained that on Brian's web
site there is a disclaimer that the City of Bangor does not have an official municipal web
site. In the interim, Vutually Bangor will be developing the she for its customers to allow
them access to much of the iNbrtnation then would mon likely be available on the final
City of Bangor Municipal Web Site. Councilor Crowley commented that it looks like the
official web site of the City ofBangor. Ifthere is an official web site created, there is
responsibility W the web providers to give them all an opportmuty to respond to an RFP.
Michael understands fat everyone has access and can put the indo natation on their web
site; however, is there a legal question when using the official seal of the City of Bangor?
Can anyone use it? Erik SWmpfel answered that there is no copywrite for the City Seal.
Brim explained that he does ant claim W be the official City web site and if the seal is a
problem, it can he remedied. Councilor Aube asked if the City can put a hyper fink W the
official web page? Ed commented Naz yes, the City would want to hyper link W as many
sites as possible to get the information out, but it has net been decided yet what the City
will do about a web siW. Councilor Famhmn asked how Brim is getting the information
now. Brim explained that it was provided to him Seem the Councilor Orientation Pocket.
It was a combination of scanning and typing. Councilor Palmer asked if Brim can provide
the Council with how many hits are being received on the City's site? Brim responded
yes. Councilor Palmer conmemed thaz it appears that the City is heavy on teed, but light
on graphics, could Brian do some ofthat? Brim answered the yes, he would like pictures
