HomeMy WebLinkAbout1984-05-08 Health Center Committee MinutesHealth Center Committee March 8, 1984 at 8:00 a.m. Minutes Present: Councilor Ed Brown, Chairman Councilor Jim Cox Councilor Marshall Frankel John Flynn, City Manager Mary -Anne Chalila, Welfare Director Pat Bond,.City Hospital Judy Roscetti, Hospital Administrator Public Health Nurse. - The Committee unanimously recommended filling the position of the third public health nurse but strongly urged continued follow-up with the state.. 2. Revised Ordinances.. The Committee discussed the various proposed revisions to the, ordinances concerning the Health Department an6Wel£ ire ,-Department a the City Hop ital. The revision would ba lly combine the Health 6 Welfare Ordinances into a single ordinance; .would. separate. the City Hospital out and redefine the Health and HospitalAdvisory Committee; and would change the name of the ordinance from City Hospital to City Nursing Facilityto reflect what the facility actually represents. The staff strongly recommended the creation of two distinct advisory committees. One dealing with Health & Welfare and one dealing with the nursing facility. Also to clearly define the functions of these .advisory committees which would be to advise, consult and assist and to serve as a review committee. They would be a solely advisory committee and not a policy making committee, as is the general rule of the city's advisory committees/boards. Judy Roscetti indicatedthat anyone applying for membership on either of these two boards should be willing to serve on either. The agendas for these advisory committees would initiate from the City's Health Center Committee. The staff could go to the Health Center Committee to discuss certain items and the Health _ Center Committee could refer items to the advisory committees as they feltnecessary-for input, study and a report given back to the Health Center Committee. If policy actionwere required, the Health Center Committee would go to the full Council. The advisory committees would establish a regularly scheduled meeting date and time and Health Center Committee members would be notified of each meeting. Mary -Anne Chalila questioned the route of contracts and the City Manager indicated all contracts would go before the Council for final approval. The Committee unanimously approved revision of the ordinances which should he ready by the second meeting in March.. The revision will require two readings by the Council.
