HEAb1H CENTER COWITTEE
There was a meeting of the Bangor City Council Health Center Committee
on 3/27/84 at 8 a.m. in the office a the City Manager.
present were:
Health Center Committee: James Cox: Marshall Frankel and
Edger Brown: Chairman.
City Administration: John Flynn: City Manager; Mary A:n
Chalila: Director of Health and Welfare!
Judith Rossetti: Administrator of Bangor
City Nursing Facility.
Health & Hospital Advisory
Committee: Dr. T. Jazefowics: Barbara Stone and
Bereari Miller,
Councilor Brown opened the meeting with remarks concerning correspondence
with the State about public Health Nursing services. He feels we have made
progress in our negotiations with the State toward their assuming more of
their responsibility in Public Health Coming and that we must continue to
work with them on this matter. He feels this is a role that the public Health
Advisory Committee should be involved in.
He expressed his views on what he seeas the role of the Advisory Committees.
He feels that City Administration would refer problem areas: policy or procedure
changes to the Health Center Committee and who would then: if they felt expertise
and outside advise were needed, would seek this from the Advisory Committee.
Be cited as an example o4 this, the study done by Affilliated Management
Services of the Nursing Facility. He feels the recommendations in this report
are an area the Advisory Committee should review and advise on.
He expressed strongly his feelings that the Nursing Facility and the
public Health Department need to have separate identitus.
He then asked the City Manager to review the proposed ordinance changes
relating to the reorganization of the Health and Hospital Departments and
the Health ard Hospital Advisory Committee.
The City Manager gave each member present a copy of the proposed changes.
in the Health Department the main change before the committee is in the creation
of a new Health Advisory Committee and the structure of that committee.
For the Nursing Facility, changes involve mainly renaming the City Hospital
to the City Nursing Facility. This is to reflect mora accurately the true
function a the facility. It is offering long—term nursing care, not acute
hospital care. The other change is in the creation of a separate Nursing
Facility Advisoty Committee and the structure of that Committee.
A general discussion followed concerning membership of both committees.
Dr. Josefowicz felt there was an inconsistency in the number of physicians
suggested on the committees. He felt 3 physicians for the Nursing Facility
was xcessive but if 3 were needed than certainly mom were
needed on the
Health Department Advisory Committee which comes a much broader base In
the Community. -

Minutes continued:
Darbare Stone felt there definitely needed to be nursing representation
on the Health Department Committee. She also suggested representation by
area agencies on aging might be apprepriate on the Nursing Facility Committee.
Mrs. Roseetti felt 3 physicians was not excessive and certainly the
Nursing Facility was an important enough service to warrant representation
and advise from 3 physicians within the commodity. She also commented that
although representation from area agencies on aging was a good idea but that
we serve long term and chronically ill of all ages not just the elderly and
did not want representation just for the elderly.
At this point the City Manager excused himself from the meeting due to
a prior comeittment at 8:30 a.m.
The discussion on the membership structure continued and turned to the
initial proposal by the Health and Hospital Advisory Committee an 2/29/84
that theta be Just one large Health Advisory Committee with sub -committees
on each separate area. A lively discussion followed about this, ending with
a proposal to consider again having just one large Health Advisory Committees
which would also encompass the Deatal Health Advisory committeet and would
subdivide into committees for the Nursing Facility, Health Department and
Dental Clinic. Approximately 17 members were suggested for this, 5. physicians,.
2 pharmacists, 1 rouse, 1 lawyer, 3 dentists and 5 lay members.
Councilor Brown asked for advise from the Advisory Committee on the
Maternal and Child Health Grant that the Health Dept. will submit to the
State Public Health Dept. Dr. Jozefowiez, Barbara Stone and Bernard Miller
all expressed willingness to review this. They also suggested Dr. leader_
would be the best member to review this. Due to the fact that this was
March 27th and the grant needed to be submitted by April 1, there was not
enough time £or the narrative to be mailed to the members and returned with
input before the deadline. Bernard Miller agreed -to meet with Mrs. Chalila
on this this week and offer his thoughts.
Barbara Stora and Dr. Josef owles excused themselves from the meeting
at 9:oo a.m. due to previous committments.
Councilor Brown stated he would contact the Dental Health Advisory
Committee for their feelings an merging into 1 large committee. The Health.
Center Committee will take all of the suggestions made by the Advisory
Committee wood City Administration on this matter into consideration before
making a final decision.
The current ordinance before the council with these proposed changes
would be tabled until the Health Center Committee meets again and re-
evaluates the situation: ---
