Mvmtes of Meet' 2/29/84
The Health and Hospital Advisory Committee met at 9:30 p.m. in the
conference Room of the Facility. This was a rescbeduling of the regularly
scheduled meeting of January 31.1984.
Present were:
Committee Members: Dr. T. Jozefowiczp Dr, Jane Leegerp Becrorl Miller;
Barbara Stone and Mrs. James Seagal.
Staff Members: Judith Roscettia Admfruatrator and Sharon Miner. R.N.; -
Director of Nursing.
City Council Members: Edgar Brown end Marshall Fr el.
U.R. Committee Member: Dr, Herbert Clough.
Mrs. Rescetti informed the committee of the resignation of Dr. Johan
Shubert as Chairman and from the coomittee. Bernari Miller was elected
new chairman.
Mrs. Reseetti informed the committee of the eaorgandzatien a the Heath
Department. Welfare Department shi the City Nursing Center. As parts of this
reorganization. the City Manager and the Health and Welfare Director plan
on establishing a new Health Advisory Committee and the present Health end
Hospital Advisory Committee will become the City Nursing Center Adviosry
Committee._
There was a vary lively discussion about this reorganisation of the
committee. The members did net feel comfortable with this. Some felt they
had been deceived. Nat this was not what they had signed up for. The
majority present felt Nat, although they were concerned with the City
Nursing Centery they had much stronger feelings about the general beelbe
reeds of all the residents of Bangor. The maiornty also felt they would
prefer not to he on a coesittee limited to the City Nursing Center only.
They felt this mm a mpoptic position N take. Dr. ,7ozefowlca felt very
strongly that the committee should have a much broader scope. It should
not he llai a to the Nursing Center, nor to ,just the Morning Center mon
the Health and Welfare Department but should he concerned with all the
health care needs of the residents of Bangor. This would include involve—
ment with other health care providers in the community th assure that the
health meds of the residents of Bangor are met. The rest of the committee
agreed with him.
After much discussion. Nero was a amnlmome vote by the Committee to
have Mrs. Roseetti forward the following recommendation by the comdttee
to the City Manager and through him to the Health Center Committee of the
Council.
Recommendation:
That there be a 9 member Health Adyieory comihtse. At least 3 of the
members ere to he pltvsicimu and one a pharmacist. This committee would
have a broader scope than the current committee. They will be concerned

with ell of the Health core needs of the residents of Bangor and not
limited to the Nursing Canker only. This ecanittee would form ant-
cw®ittees to zero in on specifie areas such as the Nursing Center.
The committee at large would meet quarterly. Bach sub -committee would
raport to the full committee an their specific areas. The physicians
an this committee would also agree to be members a the Utilization
Review Committee of the Nursing Center which would meet an the same
data imediately following the Advisory Canwittae meeting.
The committee Chose net to disease my other items on the egeMa
pertaining to the Nursing. Canter only until this question was settied.
