1. Review of Budget Proposals.
Councilor Tilley indicated the Committee would like w formalize a
standard approach to the budget by January and had submitted a man ro
the Council and City Manager outlining sane ideas for the approach.
Some particular points he mentioned was itema which are considered a
budget reguirenent but don't require a cash outlay, surpluses carried
forward treated as income when it isactually a transfer of figures. He
felt the Council should he prepared to make sake hard decisions the
first of 1986 rather than waiting until May or June at budget passage
time. The City Manager indicated the ministration needed a general
mnosmus from the Council in preparing the budget regarding increases,
decraaces, salaries and the tax rate. Tilley felt that the Counoil
should definitely give the staff direction as reguested by the City
Manager's mew. Tilley asked that a copy of each Counoilor's maro,
which is due an December 20th, regarding the budget process, he
forwarded to all City Councilors. Tilley said he was going to request
the Council to set up a Council Research and Review Committee or group
to review the way cash and reserves are handled to cake back to the full
Council with reec mendations and should get these things decided by no
later than the first week of February. 6y the and of December, the
Council should have the Capital Improvument Project budget, which has a
long range impact on the budget, for both City and School.
Willey discussed the process of a timetable for the budget and would
like to have the Finance Connittee make a recommendation to the Council
Chairman regarding this process as part of the Council's plan of action.
He suggested a Council Workshop cession in December after all the input
has been received by the Council, and felt the various sub-pmmittees
slwld deal with specific budgets for the specific departments they are
involved with and the Finance Committee mule pick up the ramainieg
The City Manager indicated the staff needed guidance fe<m the Council as
to which programs, services, tax rate, percentage increases, etc. before
the budget can be put together indicating that all numbers should be
complete by early March. The School Department's budget will not be
submitted until March 10th. If the Council will give the sub-mmmittaes — -
more authority in a general scope marcor for the budget review process,
it would eliminate the staff meeting on two occasions with the Courcil.
The Manager indicated he wouldn't need the sub cannittees to meet with
department heads prior to February. The Council can still provide input
to the Manager in the wantime which can M passed along to the staff.

It was suggested the Council decide on a Workshop Session data when they
meet on the 23rd. Councilor Tilley asked the City Manager ro come back
to the next Finance Committee with ideas as to the budget process as
well as copies of materials received from the Council. Willey suggested
that the Wakshup be, held on the 27th at 3:00 p.m.
2. Bids:
a. Sale of Vehicles and Equipment. The Committee spread to sell the
surplus vehicles and equipment to the high bidders, as follows, and to
reject all bids for the arbulanoe.

3. Authority to Negotiate for Ambulance.
The Committee authorized the Purchasing Agent to negotiate the sale of
the ambulance at a substantially higher amount, which will be subject to
Finance Committee approval.
4. State of Maine - Economic Report for Committee.
Councilor Willey tad a copy of the State of Maina's &»manic Report for
November. The City Manager will check with Fd McKean to gee if he
es the publication on a regular basis; if so, Willey would like a
ODD.
The City Manager indicated he had been invited to a steering committee
meeting by Dr. Arthur Johnson on December 19th to discuss a plan to
implement the strategy and guidelines which the 'Trustees have set
forth. Willey will also attend.
