Bids a. Fertilizer. 'the Committee agreed to award the bid to O.M. Scott 6 Sons, the only responsive bidder, at $6,836.32. b. Case Parts for loader and Backhoe. No action was taken on this item which was postponed to the next Committee meeting due to a conflict of interest on the part of Councilor McCarthy. c. Chemicals, Sewage. The Camnittee agreed W award contract for lime to Piamblet and Mayes, the lax bidder, at $5.85/cwt. They further apptce'ed the Purchasing Agent's recommendation to contract for liquid chlorine be rebid to include truck load prices in addition to the three ton deliveries. d. Sale of 1977 Jeep. The Committee approved award of bid W Marshall Frankel, the high bidder, at $3,000.00. e Its Control Chmmicals. The Committee awarded the contracts for sodium chloride (rock salt) and calcium chloride (pellets) to N.E. Chemical Co., the lox bidder, at $26.08/tan for rack salt and $328.96/ton for pellets. The contract for urea was awarded to W.H. Shurtleff Co., the iw bidder, at $229.00/ton. 2. Co nun'ty Development. The Committee recommended approval of a ocmcil order, prepared by the Community Development and Planning Director, which will authorize the City Manager W sell a ten foot strip of lard W the Maine National Bank. Said land borders the bank's property. The price is W be approved by the Finance Committee and an easesent will be retained W enter the property for purposes o£ maintaining or rebuilding the Renduskeag Stream elevated walkway. The bank has received an appraisal on the property at $1,500.00. The Covadttee agreed with W. McKay's recommenlation W ask $3,000.00 for the property. The Council Order will require full City Council approval at their October 28th meeting. Mr. M ay had written the Finance Committce a mem outlining his recommendation, which will be sent W all City Council ranters in their agenda packet. -2- 3. City Hall Renovation - Economic Develop ent. Fd McKeon, EcevxAc Damlopent Director, gave the Comittee a copy of a man regarding proposed renovations to the first floor of City Hall which would provide expanded office space for his office, plus a conference ren area to accamodete meetigs with business/industrial prospects, etc., as well as bringing the Cade Enforca at Office into a single office complex. Based upon two written contractor estimates, the total cost is estimated at $4,500.00. There is $4,425 in a capital inpmvanent account for impreveoents to City Hall, and the City Manager recommended that fund he used for the renovation with the full recognition Nat there are still numerous improvements which need to be taken care of in City Rall, particularly with the flooring. The Comittee recommended approval. The City Manager will bring it before the Council at their upcoming Informal session. 4. Hemlock Ridge Subdivision. The City Engineer gave the Comittee a copy of a letter be had written to Herold Johnson outlining the estimated costs associated with the Remleck Ridge Subdivision. By passage of Council Resolve 85294, Ne Counoil had perviously agreed for the City be participate at 508 of the costs for the streets and sews with the developer paying 108 interest for deferred ses�ents overs period of thme years. Councilor McCarthy questioned the binding legality of Council Resolve 85-294. The City Manager indicated a resolve is a statement of intent by the City Council and the season for a solve at that time was there was no formal proposal submittedfor Redock Ridge or Stillwater Gardens. There will be a formal Council order regarding Ramlock Ridge at the first meeting in Hoverter. Councilor McCarthy asked that the entire City Conrail be given a copy of the City Engineer's letter W Harold Johnson. 5. Advance Payment to Bangor water District - Construction of Bankir Industrial Park. 'Me City engineer indicated that the first phase of this park project calves approximately 1,940' of water main and two hydrants. The Bmgor Hater District has a standard procedure whereby they determine what their contribution will he and, based upon the estimate revenues, the developer is required to cam up with the balance. In this case, it is $31,150.00 plus $3,500.00 for the two hydrants. In the Capital Improvement Fund, there is $140,000 for streets and sewers and water for this project.
