Meeting was called to order at 5:02 p.m.
1. Hardship Abatement Requests
Committee went into executive session to hear hardship abatement
requests at 5:51 pm. Cohen moved, Baldacci Seconded. All in favor.
The committee came out of executive Session at 6:03. D. Soucy moves
that the City Solicitor and the Finance Director workout a payment plan
and lien property in lieu of abatement. P. Blanchette seconds, all in
favor
2. Maine Youth Apprentice Program
Mr. Bob Hunter of Eastern Maine Technical College presented the item,
which is to solicit support from the City to the apprenticeehip
program. The program is a three year program which works with high
school students in the junior year by placing them in a work place
environment as well as enrolling them in Eastern Maine Technical
College courses. The focus of this program is to target the under
achiever that will probably never attend any poet secondary education
facility and encourage than to pursue and acquire technical skills.
Mr. Hunter explained that the program would require a three yes:
commitment D. Soucy objects to supporting the program on the basis
that individual state taxes pay to support the school and Technical
college system. C. Popper asks what benefit with the city receive for
participation in the program. Hunter replied that that was a difficult
question to answer, the obvious hanefits are work at a relatively low
price as well as improving the work force. J. Tyler asks if the City
could specify a youth from Bangor to participate. Hunter explained
that the process was voluntary on the students behalf and required a
substantial commitment on the students behalf to complete a rigorous
application process. J. Tyler asks how many students currently
participate in the program. Hunter replies, four. P. Blanchette asks
why this request Is not being presented to the School Dept. Hunter
replies that this a federally supported program aM that the grant
requires council approval and PaAlCipaticn. P. Blanchette objects to
the cost of supporting the program considering the current cost in tax
dollars that support the Scixml Dept. presently. C. Sullivan joins
Blanchette in same objection. W. Coban comments that the program
focuses on the low aspiration student and that the student benefits
from the work. W. Cohen supports the program. W. Cohen suggests that
E. Barrett investigate possible uses for such and intern. C. Popper
raises objectfosS to the cost of the program compared to the value the
city would receive. Baldacci asks about the current uses of interns
in the City. Barrett responses with current utilization of interns.
E. Barrett cautions that a three year commitment would be difficult ta
guarani a and suggests that other funds be approached, other than the
general fund. D. Soucy objects that this is not an appropriate
project for the City to be involved in and moves that the committee
reject the proposal. Blanchette seconds. Four in favor, Cohen in
opposition.
3. Counc11 Resolve 94-354 - Supplemental Appropriation from City
Nursing Facility Reserve for Capital Improvements - Roof Repair
E. Barrett presented the item, which would appropriate from the City
Nursing Facility reserve for Capital Impmvements the amount of
$14,816.10 for repair of the roof.
D. Secy moved recommendation to Council to approve Council Order
94-354. Baldacci seconded, all In favor.
4. Sale of Aircraft - Bangor International Airport
D. Pellegrino presented the item, which is to sell a 1956 Cessna 180
airplane which had been stared at the BIA hanger facility for
approximately 20 years. The planes owner had not paid storage chargee
in those years. The city acquired title ta the aircraft and paid for
mechanical overhaul to bring the aircraft to operating standards to be
Bold. Invitatlons ta bid were let. The high bid was awarded ta David
Robinson of Bangor, Naive for $61,300. Pellegrino recommended
acceptance of the bid and approval of the sale.
D. Soucy moved to accept the bid and approve the sale of the
aircraft. Baldacci seconded, all in favor.
5. Bid Awards - AIP Projects at Bangor International Airport
D. Pellegrino presented the item, which is to award a contract bid of
$1,110,992.50 ta Lane Construction Company, the low bidder, for
reconstruction, marking 6 lighting a portion of Taxiway A at Bangor
In[ernatloesl Atrport.
D. Soucy ecved to accept the hid and award the contract to the tare
Construction Company. P. Blanchette seconded, all in favor.
D. PaUegr also presented recommendation to award a contract bid of
$112,000 not security fencing at Bangor International Airport to
Aroostook Farce Company of Lewiston
D. Soucy moves ta accept the bid and award the contract to Aroostook
Fence Company. Blanchette seconds, all in favor.
G. Replacement of Electric Transformexs
E. Barratt asked for the committee's indulgence to consider this item
outside of the published agenda. E. Barratt explained that the City
had been reviewed by the Envlronewmtal Protection Agency and that
during their visit they recommended the removal of three electrical.

removal project E. Barrett asks the committee to waive the normal
bidding procedure. Bids were presented.
W. Cohen moves to accept the low bid from S. D. Meyers in the amount
of $1,650.00, if contractual language shifting liability for safe
oval and transport of the transformers to the contractor can he
written into the contract. D. Soucy seconds all in favor.
Committee went into executive session at 6:20 pm. to hear from legal
counsel.
Committee came out of executive session at 6:59 pm
Adjourned at 7:00 pm.
