1. Cohncil Ordinance 85-233 "Cavaafat Fecorts."
The Committee discussed this Ordinance Which would require all
candidates for municipal office file a camsign report with the City
Clerk after eech municipal election and, in addition to information
required under State Statute, provide a report which lists all
expenditures made or expenses incurred by each candidate personally for
their campaign.
Councilor Willey questioned the purpose for this amendment indicating
the State laws govern the issue. Councilor Cox indicated he felt that
all campaigns should be pen and that people should know What is being
spent regardless of the source. He felt it would result in a better
cagsign and better format for the municipal elections. Committee
Chair an McCarthy indicated he did not feel it was appropriate to
question the reason for introducing the agent. There was also swe
question regarding the State law requiring reporting and itemization cf
all contributions and all expenditures of more than $500. The City
Solicitor was asked to research the Statutes and report his fiMings at
the July 22nd Council sooting.
The Committee voted 2-1 for indefinite postponement of the Crdinance.
2. Council Order 85475 "Directing Review of Victualer License Fees."
The Committee discussed the fee structure for victualer's license fees
and the concern of complaints received that the $100 fee for convenience
stores with Small takeout services was rot equitable. Tie Caanittee
unanimously agreed, after looking at the question, that the rates remain
as is. The Code E orcment Officer indicated he would be coming back
to the Committee shortly regarcitg oil burner fees.
