This hem was tabled from a previous meeting for staff to put together further
Information on the two proposals received. Staff presented the Committee with a
breakdown of what each proposer offers.
Bob Farrar spoke with BC/BS, Affiliated and Heatthworks and where health
Insurance is a qualifying coverage, both Affiliated and Healthworks accept that.
When employees go to the employee assistance program for the first three visits,
the City pays for that. If they are then referred to a specialist, BC/BS picks up a
portion of that, based on deductibles, etc. KIES indicated they have no
problem working with either company.
In the training/education area, Affiliated does provide 12 hours In the prim,
Healthworks does not They both have a fee schedule thereafter if training is
requested. Bob also noted that the fee proposal that the Committee had the
most concern about was the annual fee. The annual fee for Affiliated Healthcare
is $6,800 per year. Healthworks is $400. The estimated annual cost is $11,000-
$12,000 for Affiliated and for Healthworks it is $4,000-$5,000. The Committee
that met to review and discuss the bids, came to their conclusion based on 4-5
areas. The quality of service and commitment to Bangor from Affiliated has been
very good. Their past experience and performance has been excellent. The
employee satlsfaction surveys have been routinely outstanding and the training
component with a well-known trainer, Jz Ashe who has worked with a number
of City departments on group training exercises, has been highly recommended.
Based on these factors, the Committee recommended staying with Affiliated
Healthcare.
Councilor Blanchette commented that she read the report and feels that even
though employees have been happy with Affiliated, they have nothing to
compare it to'. They have only had the opfion of Affiliated who has had the
contract for the last five years. There is a large difference between the annual
cost and it is possible that employees will be just as happy with Healthworks.
Councilor Tremble asked Bob Farrar If the Committee were to choose
Heakhworks, could he think of a compelling reason not to select them. Bob
answered that that he could not give a compelling reason not m select
Healthworks. Because it is a 5 -year agreement, Ed Barrett suggested that they
ask Healthworks for a 1 -year trial period. Councilor Blanchette commented that
it is such a big price difference and being unaware of what Healthworks can do,
she would not want to get locked into Affiliated just because theyVe had the -
contract for Ove years.
FA commented that the staff recommendation was to stay with a company
because they have been very happy with the quality of service. Councilor
Blanchette's point is that they may be very happy with Healthwork's quality of
service also. Ed's suggestion is to implement the 1 -year contract with a 4 -year
renewal. This will give the City a year of experience with them.
Councilor Palmer asked why the contract is now 5 years instead of the 3 year
contract previously. Bob answered that he and Dave Pellegrino made the
decision to do a 5 -year contract. This Is not a service that needs to be changed
as often or midstream. Councilor Tremble's feeling Is that If someone Is at the
renewal stage, unless there is a problem with that service, most times they
should be renewed. If they are close bids, R should go to a known provider.
However, with such a large difference between the annual fees, they should go
with the low bidder and recommends a 2 -year initial and a 3 -year renewal
contract. Councilor Palmer seconded this motion. Councilor Blanchette asked
staff to go back to Healthworks to see if they are agreeable to this.
