The Committee approved the abatement for FY 96 and 97 razes for Christina Gooddnd on
property located at 666 Pinson Road (lot 129) and directed the applicant to enter into a monthly
payment mrngemem for farms taxes.

Maine Fire Protection of Bangor ($9,340)
The cumnt sprinkler system does not meet code. It is a dry system. This would be a retro bid to
allow that system to be ewer system which would include controls to monitor temperature and
would bring us ram compliance. The money for this was not budgeted. However, due to the
energy retrofit at the facility, the electric bills have reduced sufficiently to transfer the foods from
the electric account. Recommnded for approval

Hass -Wilkerson Insurance Agency of Shawnee Mission, Kansas ($29,724.00)
The City has received exceptlonal service with Hass -Wilkerson end it is also the only A+XV
i roarance company making a proposal. Then ratings were the highest of the three proposals.
Allied, T.H.E. lns. Co was not licensed to do business in the State of Maine so they were not
considered. Recommendation in accept the bid from Huse -Wilkerson hismavice Agerrcy.
C. Trash Collection Services [City buildings with dumpsters] (City Wide)
Bickford Buterprises of Pittsfield (approximately $62,267.00/year for City and
Schools).
Trash cullection would be for dumpsters at City Schools, Bass Pada City Hap, Airport and Ne
Nursing Facility. Bickford is growing quickly. They have new equipment and will be providing
new dumpsters or these locations. They are currently servicing Brewer and Orrington and we

d. Auditing Service (Fniance Department)
Baker, Newman & Noyes of Portland ($130,915.00/for three yearcontract)

hour Bangor, three drum Portland.
Five people reviewed end ranked dre proposals and were all or agreement that the firms ranked:
1. Baker, Newman & Noyes ranked first.
2. Rmyoq Kersteen Whom
3. Brmmer, Hollingsworth & Thibodeau
4. Ron L. Beaulieu & Company
The City has barn with Bremner for five years and feels fast it is time m test the market and see
what is out there in terms of proposals and firms. Staff feels this should be done periodically. In

the search, staff was looking for a firm with greater resources and broader experience in
governmental accounting. A fieshparspective on our accounting and financial practices was also
needed. Finally there is a desire for a foam to assist in issuing our fast -ever Comprehensive
Annual Financial Report.
Staff feel Baker, Newman & Noyes offers the most of what the City is looking for. It is realized
that there are a number of potential problems; one being the location (not a Bangor fine,), also the
cost is more over the three year period than two of the other proposers. In response m the extra
$32,000 spent over the three year period, staff feels that the City will get what is viewed as more
service. For instance, training will be built own the arrangement. it is felt that Baker, Newman
& Noyes has a greater and broader experience than the other funis. Staff recommends Baker,
Newman & Noyes. After hearing from ferry Thibodeau and concerns from Committee members,
the City Manager suggested that if the Comrittee would like, a time for any of the foams that
wish on come in and directly address the Conunitom could be set up. The Committee
reconuneMation split with Bmntha, Hollingsworda & Thibodeau receiving 3 votes and Baker,
Newman & Noyes two. The Committee will have a Council Workshop before the Council
meeting on March 24 in order to allow the firma to give a presentation.

Peoples Heritage of Portland/Bangor

This project mates to the PFC Project which consists of renovating the apron around the
terminal areas which is in dire need of repair. For the last 2 years, BIA has been collecting a S3
passenger facility fee. Funds are at 5866,000. The original proposal came in at $253,000. This
has been reduced to $207,750. Recommended for Council approval.

In 1993 questions were raised concerning possible copyright infringement by TRIO Software
because ofthe City's inhouseproperwassessingsoftware. Themaultinginvestigationfounddtat
this was not the case. Sniff is now attempting to negotiate a licensing agreement with TRIO
software to work out a deal with therm for softwara border to negotiate the current license
ageement, TRIO has asked the City m sign a release. Recommended to the Council.

This is a proposal to increase the September borrowing by about 1.6 million. The librarywas
subsidized $723,000 this year in operating subsidies and the request her 1998 budget is a slight
increase. This money can be borrowed on a general obligation basis, the City could then grant
the fords to the library and they can meet the debt service by netting it against their operating
support oro there is no risk or cost to the City. It saves the library approximately $15,000 in
issuing costs and over a five year period $15-20 thousand in interest because of the deferred
interest rate. TOW savings to the library would be approximately $35-50 thousand over the 5
year period. Recommended for approval.
