Debris Cleanup after Winter Storm of January 5-10, 1998 .Dave Pellegrino advised au that the City had employed the services of pulp loader trucks at the rate of $50 per hour to pick up limbs and debris from me storm. The following is list ofthe haulers involved: Joel Buder, Vernon Dupuis Tracking Forests by Design "- Rodney Eastman Roderick Hannigan and Howard Clouston Trucking. The - '" '" aforementioned done are properly bonded and insured to indemnify the City. To date, the amount of debris collemal equals that of 1997 spring cleanup. The costs of the removal will be partially, reimbursable (approximately 750/,) through FEMA. Councilor Tyler inquired as to whether this would dim msh amount seen W the current year's spring clearap. Ed Barrett responded no. In the spring, residents will be cleaning out their backyards and limbs currently stuck in the ice. Councilor Crowley asked about the time line for FEMA girds. Ed notal that there would be a meeting on Thursday, January 22, 1998. He seemed m recall that the City would have approximately 6 months to apply and extensions were available. Ed also wanted to inform the Committee of the problems with ice build up and snow banks frozen solid. Crews are having trouble p1mving due to the banks. The banks can only be removed by Waders or blowers. For example, Ws evening there is a parking bast It will be necessary to start enforcing odd even parking and night time parking bakes. This will be discussed Rather with the Police Department and the Citywill make a release of information to enlist the help of the residents. Councilor Crowley asked how this hfommfion would be disseminated. Edrespoodedviaapressrelmse. 2. Road Salt Comma: Penobscot Bay Salt Company ($102,420) Dave Pellegrino stated the City had a new vendor come in as low bidder this year. The City had concerns so the salt was rested and did come in within specifications. The contract was written so that if the material came in with excessive moisture concent, the contractor would enter a penalty phase (the material did come in with higher than acceptable levels). The company has delivered 3,000 tans as calledforintheconvectand - feels they do not need to deliver more. He called other vendors who will not sell additional road salt to us. Haraoss has agreed to ship the City 500 tons for new. Mort vendors are holding the salt for existing customers. There is a shiparriving from Chile - within the next couple of weeks that should replenish area supplies, Ed stated that the Committee needed to authorize Have Pellegrino to obtain road salt a the most competitive price possible. Councilor Woodcock so moved, Councilor Crowley seconded, Passed (3-0). 3. Discussion to Consider Purchau of Ice Breaking Attachment for the City's Grader Sim Ring noted thenthe City currently utilizes a road grader to break up ice. This action causes weer and tear on the machinery, requires additional man hours and it can produce large chunks of ice. The City bas located a grader attachment to break ice and not damage the pavemawnt The atumbaan costs between $15,000-$16,000. The equipment is in use is approximately 30 states comendy. It appears there would be approximately a two year pay back on this piece of equipment. It is a newly patented piece of equipment end there we three dealers that handle it. Councilor Crowley inquired w to delivery time. —' 'Jim ]ling responded 24 weeks. Rmdy Maceadded that had obtained a couple of - —' quotes ($16,200 and $15,500) for an installed price including freight with the aforementioned delivery time. He cominued that when the City uses a grader to scrape ice 4 is taxing on the grader. Portland has used this equipment for the pan two years with good experience. It also produces a substantial saving ut man hours. In a demonstration, - the ice breaker took about 2 hours for an area in conditions it would take the City grader 1 day or better. Tin Ring noted that the ice breaker itself should not be high maintenance since it does not come in direct contact with pavement. Ifthe City were to purchase one it may not benefit during this storm but would inthe future, Cumemly,theequipment - - reserve is in excessive of $500,000. He would request the City be able to purchases such an enrichment. Ed Barrett noted that in recent years, the City is seeing more and more problems with ice and feels this would be an appropriate purchase. Dave noted that ifthe Concentrate approved this purchase, the contract would be awarded to Fairfield, the low quote. Councilor Crowley moved. Councilor Woodcock seconded, Passed (3-0). 4.. 137 Warren Shea -Matured Sewer t.ien Erik Stumpfel presented this item stating that it is resident awned property with no code violations and no other outstanding mom" owed the City for either property taxes or pas[ due sewer assessments. He requested approval to release the property back w the current owner. Councilor Crowley so moved, Councilor Woodcock seconded, Passed (3- 0). 5. Bangor Creative Playground Trust Account' Erik Stumpkl stated that the Fairmount Tenace Corporation has requested the City .. accept approximately $34,000 in trust for the maintenance and upkeep ofthe Creative .. Playground. Comcdor Crowley wished to applaud the efforts of the corporation for having theforetlmught to raise such funds to ensure the parks future. Councilor Crowley - so moved, Councilor Woodcock seconded, Passed (3-0). 6. Payments and Workom Agreements for Various Properties David Little presented a request to accept payments on or enter into workcut agreements on rhe following 5 properties; 251 Finson Road - Anderson, 11 Field St - WeicbTnight, 281 Silver Rd -Rosales, 48 Charles St- Gomm and 1408 Hammond - Oxley. With the exception of the bad property listed, there are no code violations or outstanding sewer assessments on any of the properties. In regard to the last property, one building is placarded. Ms. Oxley has agreed that the structure needs to be demolished. She agrees that area the work out agreement is Polly paid, demolition will occur prior to the City quit claiming the property back to her. There has been some discussion with the Fire Department as to using the site as a controlled bum for training purposes. All options will 7 be explored as to the nature of the demolition of the Building. Crueller Woodack-- moved, Councilor Crowley seconded, Passed (3-0). _
