1. Bid:
Propane Gas. The committee awarded the bid to Maine Energy, Inc, at
$.20899.
2. Emergency PurcWse - Tree mfasion. The Committee approved an emergency
Purchase for a tran9nrs�sron frau M.D. smith at $14,995.28 for a Motor Fool
front end leader.
3. TW Purchasing Agent gave the Camittee copies of three proposals
received for the Bass Park Midway. The proposals will be discussed at the
Was Park Coamittee meeting on January 26, 1988 at 7:00 p.m.
4. Amendment to Woodward s Curran Contract. The Committee approved an
amendment to the Contract or ee ary treatment evaluation by Woodward and
Curran. The City Engineer was asked to prepare a Council Order for the
January 25th Council agenda. The AnendIment would approve the total estimated
coat of Task 1 be increased from $12,200 to $19,900, the estimated octal of
Task 2 to W increased from $60,790 to $80,360; and the total estimated
Contract amvnt increased from $255,200 W $282,470. The additional costs
re to he paid for out of an existing Capital Amount. A Py of the
amendment is on file in the City Clerk's Office.
5. Parkino Garaoe -Financing A1[erra[ivee. Pee Finance Director, Planning
Offices and Camumrnity Dawl pmant Director presented several mixes of
scenarios on the range of financing options available for the proposed
Parking structure discussing each in detail. McNay said it would take 75
days W prepare the wretruction docurents and further indicated the bid
process and securing a contract would take approximately two months. Lord
indicated the shift in design from pre -stress W Pxvred-in-place has added
W the construction time Construction cost for one space is $8,000.00.
Shubert indicated that the City Solicitor was to prepare a sample contract
M selling garage spaces and stressed that maintenance ahculd W Wilt into
such a document. Tilley requested that the City Manager get a memo out W
the Council updating then m the status of the garage in light of changing
W the poured -in-place method and that projections show that if the
stmcture is started in March it won't W finished until late in 1988. Lord
suggested that no Como be prepared until after the Council's workshop
meeting with Rich and Associates, the parking consultant, on January 25th at
5:30 p.m. at which time the issue of timing should be addressed by the
Council. Tilley indicated he felt any change of importance such as this
should be male known to the Council.

Shubert addressed the is of surveying citizens as to their interest
in pre -purchasing spaces. L iroiicated a questionnaire could be sent out
W dwnta+n property owners. Carol tabella said sbe would provide a
coupbste list. Mae Committee agreed Nae a questionnaire should be mailed
cut and Tilley indicated a staff person should ba appointed to handle
follow-up.
Tilley requested flat the Solicitor prepare a sample contract both for
pre-iwrclase of spaces as well as one covering payment in lieu of parking.
Lord indicated the latter only cores into affect when a developer can't meet
vcniwg ordinance requirements. It would require an ordinance charge which
InN indicated was on a previous Council anemia but withdrawn.
Gwethalyn Phillips indicated the Municipal Development District advisory
Scard bas a meeting with Ne Council on January 20th at which time they will
propose options on covering the deficit of a parking garage.
