J. Martzel, Community Development 1. Community Development. The Committee approved one loan as presented by Sally Thompson of the Community Development Staff. 2. Bids: ' a. Automotive Storage Batteries. The Committee approved award to N.H. Bragg and Sons at $6,682.95.£or the estimated annual requirements. b. Automotive Paint. The Committee approved a one year contract with Auto Paint Supply, Inc. at $2,182.30. C. Traffic Paint. The Committee approved the following multiple awards: White traffic paint Baltimore Paint $4.27 & Chemical Yellow traffic paint Cherokee Safety $3.286 Markings Inc. Reflective beads C.D. Bradley Labs $.265 Yellow traffic paint Cherokee Safety $4.439 (Federal Spec.) Markings Inc. White reflectorized Cherokee Safety $4.149 Markings d. Sale of Police Cruisers. Trade in Vehicle No. 716 with Pittsfield Motor Sales the higher bidder at $1,850.00. Sell Vehicles 717, 719, 724 and 729 to Lindy's Taxi, Middle Village, N.Y. the higher bidder at $2,710 each. The Committee unanimously approved the trade-in and sales. e. Police Cruisers. The Committee approved the purchase of police cruisers from Pittsfield Motor Sales, the vendor that submitted the low net price for the consolidated purchase of fifteen new vehicles with trade-ins. This purchase is part of a joint purchasing arrangement. with Brewer, Glenburn, Hermon, Medway, Old Town and Veazie. 3. Golf Course Snack Bar Expansion.. John Doucette, President of the Bangor Golf Association, was present to discuss plans for the proposed expansion to the snack bar at the Bangor Municipal. Golf Course. The total cost would be $7,000 and the City Manager explained there would be revenues from the golf courseto cover theexpenditure as well as to meet debt payments on an outstanding loan. The Association would like to complete this project for summer use. Councilor Tilley questioned the $7,000 being taken from .the capital construction account and felt the. money could perhaps be .used for a more worthwhile project. The Committee voted 2-1 to approve the expansion. It will require full City Council passage of the Order which will be on the upcoming Council agenda. All manpower will be provided by the Bangor Golf Association. 4. Cash Surplus/Cash Deficit Definition. Councilor Tilley gave the Committee and staff members copies of his suggested definition of the cash surplus/cash deficit language in the City Ordinances as follows: "In the performance of such duties the Finance Director shall make the following calculation to determine the existence of a General Fund Lash Surplus or General Fund Cash .Deficit: .Combine the cash balances of the General Fund and the Enterprise Fund; deduct the current liabilities of both funds (excluding any amounts due between funds) and reserves of the General Fund designated for subsequent years expenditures, considering only items which require satisfaction by the expenditure of cash. A positive result will be a cash surplus'. and a negative result will be a cash deficit. For the purpose of the annual budget,. the Finance Director will be guided by Article VI, Sec. 4(c) and in all other matters, Article VI, Sec. 3." 5. Municipal Bond Bank, The Committeeunanimously approved a council order for the upcomingagenda which would authorize the City to enter into an agreement with the Maine Municipal Bond Bank for the purpose of 'saving $1,800,000 in permanent public improvement registered bonds with the term of the bonds to be reduced from 20 to 10 years. 6. Yankee Intern Program, Bill Phillips, Chairman of the Bangor Historic Preservation Commission, contacted the City Manager regarding a Yankee Intern Program through the New England Trust for Historic Preservation in which there is a $2,500 stipend for a twelve - eek project with the sponsoring organization paying $1,000 and the Trust paying $1,500.. With the $1,000 local match, the City would get that matched through the State Historic Pre- servation Commission on a 705-- 30% basis. The Commission would like tobe able to apply .for this intern to develop a training manual for members ofthe Historic Planning Commission and Design Review Commissionof. the City and to work with the Bangor Public Library to develop a resource center for members of the community interestedin architectural styles and restoration of historic buildings.' With the 705-30$ match, the City would .need to came up with $300 plus an additional $100 for miscellaneous supplies and could get this amount matched on the state basis also. Supervision of the intern would he under the jurisdiction ofthe Bangor Public Library and Bob Woodward has agreed to this. The application has to be submitted by March 12, 1984 which will be prior to the City Council's anticipated passage on the evening of March 12th. The Finance Committee .unanimously approved submission of the application. 7. MOT 6 0.perating Subsidies_ The Finance Director, at the request of Councilor Tilley, gave the Committee copies of a bus equipment reserve summary sheet. He also indicated he would send copies to the full Council. Meeting adjourned at 4:05 p.m
