1. Personal PYOOeIty Tax Abatements]
a) Clark: The Assessing Department is requesting an abatement of
personal property taxes for Mr. Clark because he did not own the property.
Mr. Clark had disposed of the property and did not file the necessary
forme to inform the City. The Committee approved the recommendation.
b) Adams: In 1993 Harvard Adams was assessed taxes against
property owned by a corporation. The taxes were mistakenly assessed
against Harvard Adams personally rather than the corporation. The
Committee approved the recommendation.
2. Bids
a> Compact Rubber k Wheel Lgadgr (Motor Pool)
National Attachments of Gorham ($38,000)
Randy Mace explained the increased need in the last few "are to replace
the larger construction equipment with smaller and mare versatile
equipment. The nature of the work seems to be changing to more
maintenance on smaller scale projects. The Wheel Loader would be used in
the Forestry Dept. for trails and road work that is being done, some
logging operations that are planned as well as being used in the winter
for sidewalk maintenance, clearance and a back up machine in recycling to
handle the increased volume. Committee approved.
b) Santa" Convevors (Airport)
Maxx Material Handling of Hampton, VA ($32,175)
Replacement turns for the baggage conveyors at the Airport. Two bids were
received. Maxx Material visited the site to determine premise needs and
e prepared to meet what is needed. The other bidder's proposal
indicated that they did not completely understand the requirements. They
never visited the airport to physically look at the conveyors. The Maxx
has a patented design so belt replacement is fairly easy. Committee
approved.
c) Senwace Pussy Unite for Kenduskeag Posp atAtIon
Ingersoll -Dresser Pump of Taneytown, MD ($318,125)
These are the sewage pump motors and variable frequency drives that have
been talked about in the past. This is primarily a negotiated price. The
information given in the packet was incorrect and did not include the most
recent price negotiation. The correct number should be $306,600. The
shipping is included in this price. This price does not include seals
that are needed ($8,400). The total cost will be about $315,000. This is
part of the equipment required for the upgrade that is part of the consent
decree in which we have an extremely tight delivery schedule. Recommended
to Council.
3. Enaimerino Contract with lcev, Inc. for AI
Edwards and Aelmy, are the new engineering Consultants that the Airport
has contracted for the Airport improvement projects (sponsored in part by
the FAA). The Edwards 6 eelcey contract has been negotiated by the
Airport Department on the basis of an Independent estimate, as required by
FAA. The original cost was reduced from $383,000 to $339,500.
Recommended to Council.

Request that this issue be tabled to allow more time for staff to work on
it.
5. Council Resolve 97-125 Accept and Amropriate Law Enforcement l k
Grant:
The Federal Government offered the City a Block Grant last year for
$44,000 that is being used to fund a temporary position in the police
department that will be working on domestic violence. This was included
in the budget. The Federal goverment wants the money held separately and
not included in the annual appropriation budget so that it is not
co -mingled on an accounting basis with any other funds. This Resolve will
allow us to adjust the budget to show it as a grant and keep it separate
from the operating budget. This is a housekeeping measure to make sure we
comply with the grant conditions. Committee approved recommendation.
