Work is a capital project that involves renovation oftoilet rooms and
reconstruction ofbdlding entrances in both terminal buildings and the installation

upon City Council approval.
b. Carpet City Council Chambers(purchasing)
Maine Commercial Flooring of Deamer ($13,868)
Recommendation is to award to Maine Commercial Flooring of Dearer, the low
bidder. Ifthe hardwood floor below the existing carpet is in good condition,
$2,250 forudvlaymvm may be deducted from the bid amount. CityMavuger,
Ed Barrett explained to the Committee that this amount is more then was originally
smicip". The project started off with the budget a$15,000,$5,000 in
additional money w8l be needed to complete the project. The additional made
would be transferred from other capital projects within the Wind fund primarily
form intereste tangs. Dave PeBelmnoexplained that it has been 30 years since
any work has been done in the Clambers. Approved u recommended.
C, Boiler Replacement, Building 10268 (Airport Dept.)
Industrial Heating & Piping Co. ofCabou ($10,146)
Recommendation to award contract to Industrial Heating & Piping of Caribou, the
low bidder Tax will completely replace the heating system at Building 268, the
buildng occupied by Sdexho. Approved.
6. Contractor for a Tub Grinder to Reduce Trees and Brash Collected in Ice Stora of '98
Dave Pellegrino explained that in addition to the Tub Cruder to reduce the pile of trees
and brush, there is also the need to conduct for a crane and an operator, a bucket track
and two menet take down about 80 red trees that need to come down throughout the
City. This particular wane and operator is a safety factor There are other cranes amend
but no teems specifically for this purpose, which is why Incas Tree is recommended. The
cost is $170 per hour for the wren, elevator, bucket truck and two men. 90%ofthis cost
will be covered by FEMA It was explained that the City is able to recover a portion of
the costs of the tub grinder by selling the clips. The City pays $6.00 and than sells for
$8.50 per ton. The $2.50 difference per run will cover the $2,000 set up costs.
Approved.
T. Sole Source Purchase of laws ofUfe
The expenditure of funds for this equipment has been authorized but the normal bid
process needs to be waived. This is being purchased by the funds received from those
contrbuton to the Eyes for Lives canpdgn. The cog is $10,200. Approved.
8, Sole Source Cremona for Repairs to Passenger Boarding Bridges
The passenger loading bridge has to be repaired by the nu aafacmrer and this is to waive
thebidprocrostobwtherepanstakencsreof The ahport'sinsumncecarrierhas
agreedtowvwthepaymentfortherequkeditems. Theamountis$31,625. Approved.
9. Granting ofPasemed-Legal Department
Noun Hemnann explained that in December the City gaited an easement to an individual
whose home sat too close to the road. The couracmor took we of this himself and did
not have a lawyer review the assumed. The mortgage company's position is that the
easement impfiea that the City's consent is carded w transfer the property when executing
a mortgage. Noun preceded the corrected eauxment for the Council, which makes it CIM
that the City bas no objections to the oundering for the purpose ofezewting a mortgage.
