HomeMy WebLinkAbout1984-02-01 Finance Committee MinutesFinance Committee February 1, 1984 @ 4 p.m. Minutes Present: Councilor Jim Cox, Chairman Councilor Arthur Tilley Councilor Ren Jordan John Flynn, City Manager Dave Pellegrino, Purchasing Agent Ed Lovejoy, Assessing Department �h�Property. The Committee reviewed a memo from the City Assessor concerning the Committee's request for an analysis of city -awned properties that had been advertised for sale by bid and his comments on the amount of the bids in comparison with the actual market value of'the lots. The Assessor's recommendation was that all bids be accepted by the Committee. Ed Lovejoy of theAssessing Department along with Mr. 6 Mrs. Haley and Mrs. Clark, bidders on some of the property, were present. After considerable discussion, Councilor Jordan made a motion that all high bids received on the subject property be accepted. The motion was seconded by Councilor Cox and Councilor Tilley voted against the acceptance of the bids. The City Solicitor will be drawing up deeds on the property and the Purchasing Agent will be notifying the bidders involved. The Purchasing Agent indicated he will be coming to the Finance Committee again in -the near future with this same type of sale and asked for their guidance in handling the bids. Councilor Tilley asked for more detailed information on such lots being up for sale along with the current assessment on such properties. Councilor Jordan suggested that the Purchasing Agent provide the Committee with a list of the lots, assessed value end what is being proposed for their disposition. 2. Emergency Purchase - Diesel Engine. The Committee authorized the Purchasing Agent to purchase a spare diesel engine for immediate need at the Motor. Pool at the low quoted cost of $6,595.00 from C. B. Kenworth. 3. Bids: a. Radiant Heating at Motor Pool Wash Bay. Award approved to Maine Energy, Inc. at $6,380.00. b. Mowing Equipment. Award approved to Becher Corp. for a riding mower at $5,990.00.along with the following: -2 - 4. Finance Committee set up a meeting for February 7th at 4:00 p.m. 5. Councilor Tilley discussed the cash surplus/deficit definition and gave the committee a copy of some information he has recently put together. He feels the City is in violation of its charter at this point in time. Councilor Jordan indicated it is a point that has to be addressed and .asked how such a change would be done and what affect it would have on the city. The City Manager indicated that he and the Finance Director would be coming to the Committee with some suggested language for a change to the charter and ordinance..
