1.Goals S'Obiectives.
The Committee discussed the following items as goals to be
accomplishedduring the upcoming year.
1. Action to be taken on Councilor Tilley's questions on
the auditing report and the City Charter and Ordinance
Language dealing with the definition of cash surplus
and cash deficit. The Committee agreed with the City
Manager's suggestion that the Council hold a Workshop
„.L session with Peat,: Marwick, Mitchell & Companv on the
onessue. Councilors Jordan suggested the'Comm3ttee.

2. Councilor Tilley indicated he would like to see changes
made in assessed value to new buildingsjincluded in the
=Assessing Department's monthly report. 6y taking the
projected -assessed value and the prior -year's approved
budget, he said that the tax rate could be determined.
The City Manager indicated that this is the information
he gives to the Council on April 1st but Councilor Tilley
indicated he would like something by January 15th.
Council Chairman Willey indicated there will be a Council
Workshop for this purpose on January 12, 1984. The City
Manager told the Committee that direction from the Council
regarding the tax rate would be very helpful in preparing
the budget.
3. The Committee discussed the idea of the Council Sub -Committees
reviewing the various City department budgets and made the
following determinations as to which departments would be
assigned to the sub -committees. The City Manager suggested
that before breaking up into sub -committees for the
departmental budget review process that. the Committee wait
for the initial report of the Budget Advisory Committee
which is due around the 30th of January.

A. Wash 'Bay Modifications at Motor 'Pool.
The Committee voted to postpone action on this bid item
pending further information
on the City's bid for the
work.
3. Computer.
The City Manager indicated that the Council has been sent a
package of information' regarding the upgrading of the City's
computer system. This will be discussed at the January 9th
Council meeting and brought back to. the Finance Committee
for final action.
