Gibb, Director of Community R Economic Dev. Rodney G. McKay, Community Development Director Gary Jewell, Parking Supervisor The meeting was called to order by Councilor Seal (sitting in for Councilor Sullivan, Chair) at approximately 5:03 PM. AGENDA ITEM #1 - Community Development Residential Rehabilitation Loan - 110 Pearl Street - Single Family Due to the application not being ready for presentation this item was postponed until a later time. It was moved and seconded by the Committee to table this item per Staff's request. AGENDA EM 42 - C.O. 93-306 - Prohibiting Parking on a Portion of Dutton Street This request was submitted by Mike Dyer from Bass Park. Gary Jewell, Parking Supervisor for the City, explained this request as well as the next three. agenda items. During events at the Park, traffic hazards are created by cars parking either side of Dutton Street. It is proposed that parking at all times be prohibited beginning at the northerly curbline of Main Street and extending the entire length of the street on the Westerly side of the street as defined by signs. A motion was made and seconded by Committee to approve this request. So voted. This item will now go on to the Council at their meeting on July 26, 1993 for final action. AGENDA ITEM k3 - C.O. 93-307 - Establishing 30 Minute Parking Spaces on Center Street A request from Quality Printers was received to have 30 -minute parking established at their business at 207 Center Street. There is no off-street parking available so the need is there. It is proposed to establish the parking spaces beginning 15 feet from the southerly curbline of W. Park Street and extending a total distance of 60 feet in the southerly direction on the Easterly side of said street as defined by signs. A motion was made and seconded by Committee to approve this request. So voted. This item will go on to the Council at their meeting on July 26, 1993 for final action. AGEND #4 - C.O. 93-308 - Establishing 1 hour Parking - State Street A request was received from Days Travel on State Street to have a couple of spaces in front of their business changed to one- hour parking. It is proposed that beginning 261 feet from the westerly curbline of noyd Street and extending for a distance of 45 feet in a westerly direction on the southerly side of said street as defined by signs. A motion was made and seconded by Committee to approve this request. So voted. This item will go on to the Council at their meeting on July 26, 1993 for final action. AGENDA ITEN f5 - C.O. 93-358 - Prohibiting Parking on a Portion of First Street A request was received from Nr. Charles Hiller of 78 First Street to parking obstructing entry and exiting from his property. He has requested to have the ^No Parking Here To Corner' sign located back to the other side of his driveway (there will be a loss of 2 parking spaces only). Councilor Soucy requested that a graphic, with the proper amount of feet that is involved, be prepared for presentation to the Council for their review and clarification. A motion was made and seconded to approve this request for an amended Order. So voted. This item will go on to the Council at their meeting on July 26, 1993 for final action. AOEMDA ITEM Y6 - C.O. 93-359 - Amending Downtown Parking Map - Franklin Street It has been requested, after a study by the Parking Enforcement Division, that the parkingspaces located on Franklin Street he amended from 1 hour parking to 2 hour parking. Due to the non -retail business and residential characteristic of the street, it appears that 2 hour parking would not impact the availability of parking. Councilor Blanchette stated that she did not feel that this area should be changed to 2 hour parking as it would take away from revenues to the Abbott Square Lot located at the corner of Franklin and Harlow Streets. Sen replied that this bad been taken into consideration but e that the impact on revenues would be min£mum;� that from a functional standpoint the 2 hour parking limit is recoasaended. Committee members stated an interest in hearing from the various people from Franklin Street who have expressed the desire to have the 2 hour parking established. The consensus of the Committee at this time was to table this item until the next C 6 ED meeting. AGEMDA.ITEM 47 - Bangor Waterworks Discussion Councilor Jane Earl entered a motion to go into Executive Session for the purpose of discussing this item. This wasseconded; So voted. The meeting adjourned at 5:45 PM. 0
