COMMUNITY & ECONOMIC DEVELOPMENT COMMITTEE Wednesday, Jane 18,1997 @5:00 PM MINUTES COMMITTEE PRESENT: Councilor James Tyler, Chair The meeting was called to order by Committee Chan Councilor James Tyler at 5:00 PM.11, ITEM H1- Amending Polity Guidelines for Commercial Use of the City Property and Vendors Dan Wellington, Code F,nf ncement Officer, presented to the Committee the amendment for Commercial Use of City Property and Vendors. This will update the policy guidelines for commercial use and allow temporary vendors to have pusbcmts in the downtown as defnad by the health code; but not motorized carts or free standing booths. Also, it will fudber eliminate it to pee -packaged foo& (such as cotton candy, popcom, pretzels) as defined by the health code. These same changes will be emf d at the waterfowl as well. Bangor- Parking Prohibited at All Times- Congress Street City Engineer Jim Ring presented this item to the Committee stating that Nese changes we necessary in order to allow implementation of offsite improvements as par[ of condition of site location approval of the St.Joseph's Hospital expansion project. There will be a small traffic control island at the intersection of Congress Street at Broadway. Left ams onto Broadway at this location will be prohibited and parking on the southside of Congress Street will be restricted in order to provide for sufficient space to install the island. FFEM.43- Code Enforcement Update Dan Wellington presented to the Committee a redraft of Temporary Sales of Food and Merchandise which is part of the Land Development Code. Staff has suggested that language be changed from 5 months of temporary vending to 45 days; eliminate some of the improvements allowed on site and to limit in terms of goods that are sold to unprocessed agriculture, marine andforestproducts. This translates into allowing only the sale of fruits& vegetables, Christmas trees and shrimp and clams. Only one itinerant vendor be allowed on any lot and the signage restrictions will also be tightened up in those meas and that no congestion or hazardous conditions created by the vendors. Committee suggested that the language limiting the vending to 45 days be changed to read"90days". A motion was made and seconded to recommend approval of this amendment as presented. Sc voted. ITE[.
