MCEay, Community Osvelopeent Director John Lord, Planning Officer Gary Jewell, Parking Supervisor Jack Quirk (and another representative from Bean c Conquest) John Bassler AGENDA ITEM #la - Community Development Property Rehabilitation Loan - 110 Pearl Street, Single really The Community Development loan application was not ready for consideration by the Committee due to a change in the applicant's financial status. AGENDA ITEN #2 - Safe Boat Week - Visit of Coast guard Vessel On the reccmmanlation of the Harbor Committee, the Committee approved use of the City dock at no charge by a Coast Guard Vessel on June 5th A 6th in observance of Safe Boating Week and use of the City Park beneath the Chamberlain Bridge by the Coast Guard Auxiliary on the evening of .June 5th to hoer a barbecue for the crew of the visiting Coast Guard Vessel. The Coast Guard vessel will be open to the public. AGENDA ITEM #3 - Authorizing SYNNS National Recreational Trails Grant The Committee voted to recommend that the City Council peas Council Order 93-242 authorising the City Banger to apply to the State of Maine Bureau of Parke and Recreation for a Surface Transportation Act (SYNMS) grant to create recreational trails in the City owned Prentiss Woods and Brown Woods. Grant funds up to a maximum of $15,400 per applicant are available with a 50% local match which will be provided by the use of City pereonel and equipment. AGENDA ITEM #4 - Council Referral, CO. 93-21] - Amending Chapter III, Article 6, Schedule I - Parking Prohibited The Committee Voted to recommend passage of Council Order 93-217 which would eliminate parking on the west side of South Street. Representatives of Bean a Conquest, the only representatives of the area involved attending the meeting, had no objections to the proposed eliminations of parking an the west aide of the street. AGENDA ITEM R5 - Council Referral, C.O. 93-218 - Amending Chapter I1I, Article 6, Schedule V - Parking Prohibited Except Loading and Unloading for Commercial Uses Rod Taxi Cabe - South Street The Committee voted to recommend that Council Order 93-218 receive passage to establish a 2 -hour parking limit on the east aide of South Street. The staff had proposed eliminating of parking and the establishment of a loading zone on the eget side of the street. The representatives of Bean and Conquest were opposed to the eliminating of parking and the establishment of a loading sone as proposed by the staff Rod were agreeable to the establishment of a 2 -hour parking limit on the east side of the street adjacent to the Been and Conquest building. AGENDA ITEM M6 - Council Referral, C.O. 93-219 - Amending Chapter III, Article 6, Schedule I of the Laws and Ordinances of the City of Bangor - parking Prohibited at all time - Adams Street The Committee voted to recommend Council passage of Council Order 93-219 which would remove a no parking zone on Adams Street at the request of Louis Striar of 14 Adams Street and on the recommendation of Police Department Parking Supervisor Gary Jewell. AGENDA ITEM t7 - Council Referral, C.O. 93-221 - Amending Chapter III, Article 6, Schedule x of the Laws and Ordinances of the City of Bangor - Off -Street Parking Lot, Maliseet Lot South The Committee voted to recommend Council passage of Council Order 93-221 incorporating 2 parking areae adjacent to Maliseat Gardena into the parking ordinance and establish one 21 space lot adjacent to Essex Street with a 2 -hour limit and the 24 apace lot adjacent to Hancock Street as a permit parking area. Development of this site is expected to begin as early as September. No one spoke in opposition. AGENDA ITEM Ye - Subordination of C.O. Loan, 21 Maple Street John Nessler, a Community Development loan recipient residing at 21 Maple Street, unexpectedly approached the Committee during the meeting with a request that the Committee authorize the subordination of the City loan, which is by a 2nd mortgage on 21 Maple Street, which would enable the Ressler's to refinance their let mortgage at a lower interest rate. The Committee authorized the requested subordination of the City loan to a let mortgage not to exceed $66,250. The meeting adjourned at 610D PM.
