IN. The meeting was called to order by Councilor Popper at 6:00
AGENDA ITEM Y1 - C.O. 95-4 - Parking on State Street
A request to amend Chapter III, Art. 6.1.2 (a) of the Laws and
Ordinances of the City of Bangor - Alternate Side Parking Daytime
(a) Exceptions - State Street was brought before the Committee for
consideration. The exact area commences at the intersection of
Pine Street and extends to the intersection of Summit Ave.
extending as defined by signs. Due to the width of the street it
is not considered necessary to continue the odd and even parking in
this area.
A motion was made and seconded to forward this to the Council
for their review and approval. So voted.
ITEM #2 - C.O. 95-5 - Parking - Hangar House Lot
A request to amend Chapter III, Axt. 6, Schedule K Of the Laws
and Ordinances of the City of Bangor, Off -Street Parking - Bangor
Rouse Lot was brought before the Committee for consideration. This
lot is currently designated for permit parking but due to its
limited usage, it is hoped to change it to two-hour parking which
will increase its usage.

Staff will be coming back to the Committee in the near future
with an amended lease which will officially designate the Bangor
House's parking spaces from one side of the lot to the other.
A notion was made and seconded to approve this request as
presented. So voted.
AGEHM ITEM 43 - C.O. 95-6 Adoption of BOG Property Maintenance
Code
The most recent Published edition of the BOLA Property
Maintenance Code has been received by the City's Code Enforcement
Department. It serves the department as their housing code; every
3 years BOLA publishes a new edition. A benefit of this recent
edition is that it "a a computerised violation report system.
Reports produced with this program should take lees time to produce
and also be easier for property owners to understand.
A motion was made and seconded to approve adoption of the BOLA
Property Maintenance Code as presented. So voted.
AGBHDA ITER 44 - Presentation - Proposed Parking Changes
in Front/Onion/Broad Street area
Ben Gibb presented this item to the Committee. Recently staff
held a meeting with businesses in the above designated areas to
discuss proposed parking changes. We to the renovation of the
Viner Bldg. by the Sea Dog Brewery Company there will be an
increased demand for parking space in this area. Ben explained the
various proposals such as establishing the Bangor Landing lot as a
year-round 2 -hour parking lot; sections of Front Street will be
widened with 40 perpendicular Parking spaces; parking will be
established on Main Street near Saliba's (exactly what side has not
been determined as yet). Also, parking meters on Front Street are
not being used any more - it Is being proposed to remove the meters
and create 2 -hour parking in these 14 spaces. Permit parking under
the Chamberlain Bridge will also be established as well as keeping
the 2 hour designated spots already there. In response to demand
for Permit parking, the ] perpendicular spaces on Broad Street
across from the Green House Hestaurant will be converted to both
permit parking and 2 -hour parking.
Discussion and suggestions pursuedato the various
proposals. Staff will be back to Committee at their next regularly
scheduled meeting with a specific ordinance on the various proposed
parking changes.
Mr. Giroux and Mr. Baldacci expressed concern about the number
of permit spaces available and the proposed elimination of the 4 -
hour parking meters.

AGENDA ITEM 95 - 1995 Cruise Boat Operation Update
Lynn Hell, owner and operator of the cruise boat Voyageur, met
recently with Jim Ring to discuss whether or not he would be
operating his cruise boat out of. the Bangor Landing again during
the 1995 season. (This matter was also taken before the Bangor
Harbor Committee at their November 1, 1994 meeting. Their
consensus was to continue offering to the public the services of a
cruise boat.) Mr. Hall's final decision was to have City Staff get
back in touch with him by mid-December whereby he would have his
1995 schedule available. Staff stated that if, however, Mr. Hall
does not commit to running his vessel from the Bangor Landing
during the 1995 season, then the City should proceed with issuing
an RPP in early January 1995 for a cruise mat to operate from the
City docks. Mr. Hall is aware of all of the criteria and deadlines
involved.
It was motioned and seconded to have Staff return to Committee
at the December 21, 1994 meeting with Mr. Hall's final decision.
So voted.
It was also requested by Committee of Staff that the City's
RPP Agreement be fine-tuned in case they have to put it out in
January of 1995.
AGENDA ITEM a6 - Adoption of Life Safety Code/1994
The State of Maine has already adopted this current version of
the Life Safety Code; the City's Code Enforcement Department is
requesting approval to also adopt it.
A motion was made and seconded to approve adoption of the Life
Safety Code/1994 as presented. So voted.
