A meeting of the Bangor City Council Airport Committee was
held on Tuesday) June 21, 1988 at 3 P.M. at the City Council Chambers.

Item #1 - Discussion of Expansion of Bldg. 0253. Airport Manager,
Peter D'Err.ico briefed the Committee on the background of the
proposedexpansion of Bldg. 253. The Airport Department's
Aviation Services Division relocated into Bldg. 253 (bldg.
contains approximately 12,000 sgHtF-_a year ago after vacating
Hangar 461, (a 25,000 sqft. hangar)76 allow for the expansion
of Har Harbor Airlines/Eastern Express into this faoility. On
September 10, 1987, the Finance Committee authorized funds for a
bond issue to cover this expansion of Bldg. 253. Mr. D'Errico
stated that this multi-purpose building would accommodate the
various needs ofthe ground -handling operation which includes
maintaining approximately 132 pieces of equipment of which 50�'
pieces are motorized; the maintenance of .fuel trucks, monthly
inspections, cargo handling as well as the inside parking and
storage of some equipment which must be housed during the winter
months to assure reliability. The discussion focused On the
requirement of a paint shop and the Airport Manager and the
Aviation Services Director, explained that the paint shop was

necessary in order to maintain a high standard of appearance of
,the ground -handling equipment used to provide services to the
airline and corporate aviation customers. Mr. D'EYrico reported
that in 1987, the Airport Department billed the Exxon Corporation,
$16,000 for the painting of Exxon equipment. The paint shop could
also accommodate other municipal painting requirements. At the
request of the Finance Committee, the expansion of Bldg. 253 has
been referred to the Airport Committe to determine whether the
city should hire a consultant or go with the design -bid concept.
The Committee thoroughly discussed the alternatives of design
construction by a contractor versus the hiring of an architectural
firm. The Purchasing Agent, David Pellegrino, was very persuasive
in explaining the wisdom of h,itfing an architect rather than dealing
directly with the contractor on a design -bid basis. The Committee
unanimously voted to proceed with the bidding process toengagean
architectural firm.
