HomeMy WebLinkAbout1988-04-07 Airport Committee MinutesAIRPORT COMMITTEE MEETING A Meeting of the Bangor City Council Airport Committee was held on Thursday, April 7, 1986 at 2:30 P.M. at the Economic Development Conference Room. - Present were: Mary Sullivan, Chairperson Jane Seal, Member Arthur Tilley, Member Marshall Frankel Edward Barrett Edward McKeon Robert Miller Peter D'Errico Richard Duddera, Consultant James Boothroyd, Consultant Edward Sullivan, FAA Tower Chief Item tl - Discuss Airport Master Plan with Airport Consultant The �irport Department consultants for the airport master plan, Hoyle, Tanner d Associates, met with the Airport Committee to review the scope of the airport master plan update as well as to discuss the master plan process. Discussions concerning all aspects of airport development and growth, both aeronautical and non -aeronautical were addressed. One of the requirements of themaster pian is the partici- pation of an Advisory Committee which would comprise of the Airport Committee, City Manager, city staff members, City Manager of Brewer, and representatives of the Maine Department of Transportation, FAA, airport tenants, military, etc. This Advisory Committee would meet approximately 6 or 7 times during the progress of the master plan update and there would also be public information meetings. Mr. Sullivan, PAA Tower Chief, discussed the increase in air traffic from his records and suggested the consultants give attention to the need for an intermediate cross taxiway, the possibility of a light crosswind runway and replacement of the .existing FAA Control Tower. (Minutes continued) 2 Item 82 - Policy On Use Of Airport Property For Non -Airport Related Functions. City Manager, Edward Barrett briefed the Committee on two recent requests from two non-profit organizations for use of non -aeronautical airport pavements adjacent to Union Street and Godfrey Blvd. Taylor Osteopathic Hospital is sponsoring a circus and the Bangor -Brewer Kiwanians is sponsoring a carnival; neither organization can find a suitable location in Bangor. The staff has determined that there should be a policy concerning the use of city grodnds for this kind of use. The City Manager reviewed with the Committee the drafted policy on the use of airport property and after some questions from the Committee, it was agreed to proceed with these two requests and to re-evaluate this policy should any unforeseen problems result. Mr. Barrett will bring this matter to the City Council's attention. (See attached policy draft) Meeting adjourned at 5:30 P.M. POLICY ON USE OF AIRPORT PROPERTY FOR f -AIRPORT RELATED FUNCTIOM Beckarwww: The Airport bas traditionally allowed certain saes of its property for non-afrport functions. This has included allowing other goveimrental agencies access to unutilized paved areas forvehicle training. Recently, the Airport has received a number of additional requests £man various groups to use Airport property for non - airport functions. As a result, a rum definitive policy is required. Policy Statement: Airport property may, be used for inn- airport rurposes under the following cimmrstands: 1. The event is sponsored by a nonprofit agency located in tine comunity.. 1. The proceeds fron the event will go toward a charitable and/or educational purpose. 3. The sponsors of the event have undertaken a bona fide effort to acquire a non -airport location for the event. 4. The Director of Parks and Recreation has_heterained that Rase Park cannot or slwuld net to used for the event.' 5. The Airport Director has determined that the event will have no adverse effect on other activities of the Airport and/or its tenants and tie public using the Airport's facilities. 6. All ether City permits will be obtained and requirements met ]. Insurance which insets the requimseents of the Finance Director and which nanes the City as additionally insured will be. acquired and in force. 8. Traffic control azrangarenta which most the requirarents of the Airport Director acrd Police Chief are in force. 9. Acceptable arrangements for cleaning the area m he used are made. The Airport Director any require a. cleaning deposit to insure the site is cleaned at w expanse to the City. 10. Use of the site for a particular purpose is approved by the Airport Committee of the Council. Procedure. Agencies wishing to use the property swat request permission, in writing, and addressed to the Airport Director. The request must identify the nature of Che event, dates and hours of operation, eponsorl:g agerry, charitable purpose, area of the Airport to he used, and efforts made to fixate another site. If the Airport Director does not object to the proposed use, the application will be directed ro other staff for their review and approval. once all staff requirements have bean met the application will Ee referred to the Aimrt Cnsnittee for final approval. In the event one or mare staff manners deny a request, applicant may appeal the denial to the City manager. Skold this appeal be denied, applicant may appeal to the Airport Committee.
