HomeMy WebLinkAbout1984-02-02 Airport Committee Minutes,r AIRPORT COMMITTEE MEETING FEBRUARY 2, 1984 A meeting of the Bangor City Council Airport Committee was held on Thursday, February 2, 1984 at 10 A.M. at the Airport Manager's office. Present were. Marshall Frankel, Chairman Edgar Brown Harold Wheeler John Flynn Robert Miller James Cox Edward McKeon Peter D'Errico Nelson Durgin. Maine ANG Item $1 - Land Transfer, Corps of Engineers. The U.G. Corps of Engineers is negotiating to purchase ft om the City of Bangor, 8.15 acres (2 parcels) needed in the development of the over -the -Mor i zon Backscatter Radar facility. The Corps has offered to pay $126,000 to the city for this land. They are also requesting an early "Right of Entry" to this land in order to meet construction contract scheduling. After some discussion, the Committee unanimously approved this land transfer and that it be presented for full City Council approval at their workshop session on Monday night, February 6, 1984, item 02 - Revised Jalnt-Use Crash/Fire Agreement. The Airport Manager briefed the Committee on the joint -use crash/fire agreement and the snow removal agreement between the City of Bangor and the Maine Air National Guard. These agreements have been in effect since 1968 when the Defense Department transferred the airport facility to the City of Bangor. The Maine ANG requires 91 acres of land which is 'Minutes continued) adjacent to their flight line for further mission expansion and in exchange for the land, the ANG would provide full responsibility for fire and crash coverage. Mr. D'Eriico told the Committee that if the Guard assumed this ruaponsibility, it wcold save the Airport Department over $300,000 per year in personnel costa and this would be a substantial savings to the airport. When questioned about FAA requirements regarding crash/rescue capability at the airport, it Col Durgin assured the Committee that this was no problem as the military has stiffer requirements than the FAA. The Committee voted unanimously to the exchange of land to the Maine Air National Guard and the Revised Joint -Dae Crash/Fire, Snow -removal agreement. This item will be placed before the full City Council at the workshop session on February 6N. item N3 Bangor International Airlines lease Renewal. this muter was tabled and will be brought before the Committee at the next meeting which is scheduled for Thursday, February orb.
