Minutes of December 2, 2005 Workshop with Commission for Cultural
Development and representatives of Charles Howard Foundation

Foundation was represented by Tom Hudgins (artist working on design for memorial),
Mark Doty, and Sue Davies.
All Commissioners were present: John Rohman, Evelyn Silver, Susan Jonason, Steve
Ribble, Geoff Gratwick, Sandra Leonard, James Linehan.

General concept presented by Tom Hudgins was well received.
Wording that was agreed upon by all present as being appropriate:
"May we, the citizens of Bangor, continue to change the world around us until
hatred becomes peacemaking and ignorance becomes understanding."
Charlie Howard, an openly gay man, died here at the hands of hatred and ignorance on
July 7, 1984.
The Commission did ask for a meeting to be set up early in 2006, at the proposed site.
Sally Bates will arrange for meetings between Tom Hudgins and City Engineer Jim Ring,
preliminary to the on site meeting, and she will assist Tom in working through the
process from here on.
In plain English, here's where we stand: The workshops with the Commission and
Representatives of the Charles Howard Foundation led to a shared understanding of the
general concept of the monument's appearance and of its purpose…see "Wording that
was agreed to by all present" appears above.
1. The next step to keep the project moving forward briskly is for Tom and Sally
to meet with Jim Ring to identify potential construction and installation
challenges for Tom to consider and to pass on to those who will fabricate the
monument and install it.
2. The Commission, Representatives of the Charles Howard Foundation, Jim
Ring, and Sally Bates will meet early in 2006 on the proposed site where it
will be easier to evaluate placement and scale. At this meeting, it is
reasonable to expect that the Commission will be able to either approve or
deny the CONCEPT. When it's been approved, it will be referred to City
Council for Concept approval.
3. When the Council has voted approval of the Concept, the remainder of the
process is as follows:
6 APPROVAL PROCESS – DETAILED DESIGN
6.1 Once conceptual design approval has been granted, the Charles Howard Foundation
shall submit a detailed proposal to the Art in Public Places
subcommittee including a detailed description of the artwork or monument
(accompanied by perspective drawings where appropriate), the location, budget,
funding plan (including plans for a maintenance endowment), and plan for
implementing the project, including a projected timeline.
6.2 The Art in Public Places subcommittee shall then review the design and the
proposed location to determine whether they are appropriate. In making this
decision, the committee shall take into account the following:
6.2.1 That the integrity of the artistic merit of the proposal as initially presented
has been maintained as the proposal has been developed.
6.2.2 The extent to which the work is consistent with the public location
selected and the surrounding natural and human landscape.
6.2.3 Public safety and security.
6.2.4 The nature and expense of ongoing maintenance required and to what
degree the burden of maintenance and upkeep will fall on the city.

6.3 Upon completion of this review, the Art in Public Places subcommittee shall
report its recommendations to the Council on Cultural Development. The Council
may recommend that the project be approved, be approved with modifications,
or be denied.
6.4 The City Council shall then take the necessary action to formally approve or deny
the proposal, including adopting the necessary Council Order to accept
ownership of the monument/artwork once completed and establishing the
amount required, if any, for a maintenance endowment.
7 FINAL DESIGN
The Charles Howard Foundation shall prepare final design
documents for submission to the Art in Public Places subcommittee. These shall include
details regarding materials, scale, site plan, design, and other information bearing on
the final project. The committee must approve the final design of the project. Prior to
final approval, the committee shall seek the advice and recommendations of the Director
of Infrastructure and Development Support, the Chief of Police, and the Director of the
Department with responsibility for the property on which the monument/artwork is to be
located. No work may begin until the project has been approved by the citizen Art in
Public Places subcommittee and all required permits have been obtained.
8 PERMITS AND CONSTRUCTION
Prior to construction, the Charles Howard Foundation must:
8.1 Obtain all necessary licenses and permits for the project
8.2 Deposit with the City the maintenance endowment, if any, required by the City
8.3 Submit to the City all required design documents. Shop drawings and
maintenance instructions must be submitted as available and prior to final City
acceptance.
