The Commission approved the minutes of their July 27, 2007 meeting.
Sue Davies, Deb Carney and others appearing in support of the Charles Howard Memorial were
accompanied by Fred Marshall, a landscape architect, who prepared a site plan for the proposed
monument.
The Commissioner noted that additional documentation required for the Charles Howard
monument proposal includes a detailed drawing of the bench, and the planter bowl, clearly
showing the wording, and the placement of the wording, that will appear on the monument.
They also noted that when the proposal goes before the Business and Economic Development
Committee of the Council, the Charles Howard Foundation should address the details of who will
be responsible for the annual plantings, what the maintenance fund will be, and who will hold the
funds.
For the record, attendees recalled that the wording agreed upon by the Charles Howard Memorial
Foundation and The Commission for Cultural Development is: “May we, the citizens of Bangor,
continue to change the world around us until hatred becomes peacemaking and ignorance
becomes understanding. Charlie Howard, an openly gay man, died here at the hands of hatred
and ignorance on July 7, 1984.”
All commissioners present voted to recommend approval of the monument as proposed, subject
to receipt of the detail noted, to the Business and Economic Development Committee of the City
Council. The meeting at which it will be presented to be determined by receipt of the additional
documentation. Chairman Rohman will present the commission’s recommendations.
The only other item of business was an update from Sally Bates noting that she had drafted the
rfp for the cultural affairs website and sent it to the city’s Purchasing Office.
