Commissioners Present: Mary Budd (Chair), Stephanie Harp, Liam Riordan, Allen Adams,
Kim Stewart, Amy Blackstone, Jared Hunnefeld, Zeth Lundy (staff)

1. Welcome and Introductions
Chair Mary Budd called the meeting to order.
2. Approval of Previous Meeting Minutes
Approval of July was postponed.
3. Grant Application Changes Roll-Out
Stephanie summarized the changes being made to grant applications for both
individuals and organizations. These include fewer grant cycles, less restrictions for
individuals. Small edits to be made to press release, including details about the $15k
annual grant funding budget, and that typical grants are in the neighborhood of $1k-
$2.5k. Other publicity ideas to promote this include local TV, radio. Email press release
directly to Gibran Graham for Bangor Arts group, as well as Maine Humanities Council,
MAC, etc.
4. ARTober
Liam has drafted a Memorandum of Understanding (MOU) for Launchpad to work as
ARTobers event coordinator. MOU details that Launchpad will: 1. Gather activities; 2.
Design clear and attractive webpage; 3. Create/design poster integrated w/ website; 4.
Organize kickoff event. The CCD will be paying for poster printing costs. Sponsorships
from local higher education institutions, including UMaine, EMCC, and Beal, have been
secured, totaling $750. Hopefully there will be a few more, and these will help pay for
food/beverage at kickoff party as well as poster printing. Conversation regarding
compensation timeline Launchpad asked for entire $1k stipend up front, Liam
concerned they will walk if they are not paid immediately. CCD vote to pay them $750
up front, and $250 when early September deadline for website/poster is met. Zeth
reminded commissioners that this is all contingent on what city protocol is, and how
much can be paid up front vs. when work is delivered.
Contingency plan: in the case that Launchpad will decide not to proceed, Kim will help
collect events for schedule, can help create poster. Al discussed the possibility of the
Edge creating a 4-page spread similar to Downtown Countdown. Cost would be in
neighborhood of $1350, which is essentially printing costs alone.
5. AEP5 study results
AEP5 results were presented to BED Committee last month, and were well-received.
Concept of a rack card to deliver bite-sized results throughout the city, especially at
venues/locations that host or stage art/cultural events. And a reminder that
commissioners themselves are great ambassadors to spread the word.
