Presentation: Cost/Benefit Analysis of City of Bangor Transportation Modes (Presentation by Karen Marysdaughter & University of Maine Students) Item #1 was moved to the end of the agenda. Natasha, student with University of Maine and Karen Marysdaughter provided a presentation on Bangor Transit Case Study to the Committee. Vote: No Action Necessary 2. Referral: Amending Chapter 268, Stormwater, of the Code of the City of Bangor, By Amending the Due Date for Stormwater Management Certifications (Materials Attached) Andy Rudzinski outlined the amendment to Chapter 268 Stormwater Management Certification change st of deadline dates to July 31. Vote: Motion made and seconded to move to Council, unanimous. 3. Discussion: Wastewater Treatment Plant Generator (Materials Attached) Andy Rudzinski informed the Committee of DEP’s warning letter to provide a dedicated emergency power source for the WWTP. The treatment plant experienced a seven hour outage during the recent wind storm, resulting in the DEP warning. Also, October 2016 and the ice storm in the late 90’s the plant experienced outages. Historically, Emera Maine (formerly Bangor Hydro Electric) provided backup power from Main Street, but with failing substation on Webster and the power lines under the river from Brewer, and service being provided from Hampden, the plant must provide an alternate resource. A new proposal would be recommended to replace the 2003 study. Generator proposed cost between 2.08 and 2.3 million. The City would consider working with Efficiency Maine. The City must respond to DEP by December 15, 2017. Vote: No Action Necessary. 1 4. Agreement: Maine Department of Transportation WIN 022210.00 Union Street Sidewalk Modification #1 to Increase Funding (Materials Attached) John Theriault informed the Committee there was an increase in funding for the project. Vote: Motion made and seconded to move to Council, unanimous. Meeting Adjourned. 2
