WHEREAS, the City Council of the City of Bangor finds as follows:
(1) On a daily basis, a large number of Bangor residents
who own motor vehicles must park those vehicles in or near their
_residences;
(2) Due to historic patterns of development, certain
residential neighborhoods of the City of Bangor do not have
sufficient an r off-street parking to accommodate the convenient
parking of residents' motor vehicles; .
(3) Many such neighborhoods are additionally impacted by
the close proximity of major parking "attractors", including
employment centers, retail stores, shopping centers, restaurants,
hospitals, schools and public facilities;
(4) The daily influx of motor vehicles from non-residents
of the neighborhoods concerned that compete for the limited parking
available in those neighborhoods further: burdens the residents of
those neighborhoods;
(5) Excessive congestion of residential neighborhoods by
non-residents' vehicles creates unwanted noise, pollution,
inconvenience and safety hazards that detract from the peace,
tranquility, safety and security of Bangor residents in and about
their individual homes;
(6) Existing parking ordinances of the City of Bangor do
not adequately address the problems caused by excessive
non-resident parking in Bangor's residential neighborhoods; and

(7) A system of permit -based residents -only parking as
acted by this Ordinance will serve to promote the health, safety,
welfare and convenience of Bangor residents, and will improve and
preserve the attractiveness and vitality of the affected
neighborhoods,
NOW, THEREFORE, by the City Council of the City of Bangor be
it ordained
THAT Chapter III, Article 6, Section 4 of the Saws and
Ordinances of the City of Bangor is hereby amended by the addition
of a new section 4.7 and a new Schedule XV, as fellows:
4.7 Resident Parking by Permit Only - Schedule
XV. Between the hours of 6:00 a.m. and 5:00
p.m. on normal business days, excluding
Saturdays, Sundays and legal holidays, to
stop, stand or park any vI,ehicle, other than a
vehicle displaying a vaid neighborhood
resident parking permit,Iia ued by the City
Treasurer under regulations to be prescribed
by Council Order, on those streets or portions
of streets duly posted and which are described
or specified in Schedule XV:
4.7.1 - Service and Delivery Vehicles
Excepted. Non-resident vehicles
stopped, standing or parked for the purpose of
making deliveries or providing services to a

residence located o street or portion of a
street described or specified in Schedule XV
shall not be required to display the permit
otherwise required by section 4.7. Such
vehicles must be stopped, standing or parked
within 200 feet of the residence conerned, as
measured along the road frontage, for this
exception to apply.
4.7.2 - Sunset Provision. This section 4.7
and section 23 64Aall be repealed
effective November 1, 1997, unless
renewed by City Council :ordinance.
SCHEDULE XV
Sec. 23 Resident Parking by Permit Only. In
accordance with Chapter III, Article 6,
Section 4.7, Laws and Ordinances of the
City of Bangor, the following on -street
locations are designated forresident
parking by permit only. Stopping, standing
or parking by all vehicles not displaying a
neighborhood resident parking permit is
prohibited, except for service and delivery
vehicles as provided in sec. 4.7.1.

Ordinances of the City of Bangor is hereby amended by the addition
of a new section 4.7 and a new Schedule XV, as follows:

than a vehicle displaying a valid neighborhood
resident parking permit issued by the City
Treasurer under regulations to be prescribed
by [the City Manager] [Council Order], on
those streets or portions of streets duly

Schedule XV:
