THAT the zoning boundary lines as established by the Zoning Map of
the City of Bangor dated October 2R, 1991, as amended, be bereby
further amended as follows
By changing a parcel of land located on Parra Road (Tax Map No. 27,
Part of Parcel No. 1) from Goverment and Institutional Service
District to Industry and Service District. Said part of a parcel
containing approximately 3.3 acres or 143,748 sq. ft. and being
more particularly indicated on the map attached hereto and made a
part hereof.

a, General Description. This application is for a request to
change part of a parcel of land at the Armory site on Farm
Road and Main Street from Government and Institutional
Service District to Industry and Service -District. This
parcel has the Armory building on the Main Street frontage
(which is presently used by the City for its Parks and
Recreation Department). The rear of the parcel is vacant
and has been used for parking and other non intensive
activity in recent years.
b. land Ilse and Senior Pgjjrv. The City's Land Use Policy for
the area behind Main Street and in the Farm Road industrial
Park is for "industrial" use. The Industry and Service
zoning district is the one which all of the Farm Road
parcels presently are zoned. (The Main Street frontage is
mostly zoned Urban Service District.)
C. Urban Services. The site has all required urban services.
d. F.isH no Conditions. The area in question on Farm Road is a
mix of commercial/industrial uses with Beal College located
on the parcel opposite the Armory (with limited frontage o
Main Street) while the remaining Farm Road uses northwest of
this site are industrial. To the rear of the site there i
a mixture of single-family and multi -family dwellings in a
residential neighborhood on Dillingham Street which is zoned
URD -1. The Armory itself will continue to be zoned
Goverment and Institutional Service (as it was when the
City acquired it from the State of Maine).
e. Decision Priteriarie. The basis for the City's zoning is its
Comprehensive Plan.- The proposed zone change to I 4 S would
be consistent with the City's Land Use Policy and Zoning
Policy for the Farm Road area. Therefore, this zone change
request would have to be considered consistent with the
City's Comprehensive Plan.
f. Recomendation. Because the proposed zone change i
consistent with the City's Comprehensive Plan, Staff would
recommend that the Planning Board recommend the zone change
to the City Council.
