Commentary:
The properly at 55 Parker Street has over vacant for most of Me last ten yvgrs. Most recently it has
Toronto strusnurally unstable as a result of neglect and allowed to be extensively vandalized. The George T.
Tjoulas True, owner of the property has allowed the grandfatherd nonconforming ust status of the property
rolapu. Staff believes Me propeM all all of the stawbry requirements for condemnation. If the Council
approves condrmnadon, and the owner fails to demolish, we would anticipate working with the CDBG
Program to demolish and Nen recover the associated cash Through I lens and other remedies provided for by
state law..

THAT WEEREAS, the Bangor City Coattail, in its capacity as
the Municipal Officers of the City of Bangor, held a public
hearing pursuant to 17 M.R.S.A. 42851-2859 to determine whether
or not the structure located at 55 Parker Street, Bangor,
Maine, on a lot described in a deed recorded in Volume® 2564,
Page 124, Volume 4659, Page 359, and Volume 4788, Page 258,
Penobscot County Registry of Deeds, owned by George L. Tsoulas
Trust, of Bangor, Maine, constitutes a dangerous building
within the meaning of said statute; and
WHEREAS, based upon the evidence presented at said
public hearing, the Bangor City Council finds that the building
or structure in Weation is structurally unsafe; unstable; a
fire hazard; unsuitable or improper for the use or the
occupancy as
aresidence; a hazard to health o safety because
of inadequate maintenance, dilapidation, obsolescence o
abandonment, and dangerous to the life and property of the
inhabitants of the City of Bangor; and
WHEREAS, the Bangor City Council hereby adjudges said
building or structure to be a nuisance and dangerous, a

Now TEEREPORE, by the City Council Of theCityof

ORDERED, TEAT said building or structure Shall be
disposed of as follows:
(1) Said building or structure Shall be demolished by the

This letter is to inform you that a public hearing will be convened by the Bangor City Council on
September 25, 1996, at 7:30 pm. The hearing will be held in the Counril Chambers of
Bangor City Hell, 73 Harlow SOreet, Bangor, Maine. The purpose of this public hearing is to
udre testimony and decide whether to condemn the building or structure located at 55 Parker
Street, Bangor, as a dangerous building pursuant to Title 17, Sections 2851 through 2859, of the

RE: 55 Parker Street
On 9/13/961 conducted a visual inspection of the structure located at 55 Parker
Street. This is a two story wood fiamed structure with an attached all to the on. The
building appears to have been vacant for sane time and is in very poor condition.
The southeast foundation wall of the main structure is concrete block with
numerous cracks. All other areas of the foundation are not visible from the exterior, as it
is covered with siding. However, the northwest wall plane of the main structure is visibly
distorted, and the ell has displaced considerably, indicative of significant foundation
problems. Also the interior Floor toward the rear of the structure bas settled a IoS which
suggests failing interior support. This was observed by looking through the windows. I
also observed that interior surfaces were in poor condition, with holes kicked though
walls, water damage, etc. Other visible defects include numerous broken or missing
windows, rotting eaves and trim, a severely fearing chimney, and severnf places where
missing siding was allowing water to enter the walls, basement, and interior of the
structure.

injury, are.
