Responsible Department: Finance Commentary: We are required by 08H and related regulations to conduct actual training exercises in closed apace rescue procedures. This training is delivered by the fire department to each of the city's departments. Present funding for the Fire Department are inadequate to provide for all the necessary training, as are the budgets of several General and Enterprise Funds. (See attached.) This action will allow us to fund training in accordance with OSHA regulations. Funding will be provided by the General Fund's Workers Compensation reserves, , which i currently fully -funded, and then some, ordingstoa recent audit report. CONFINED SPACE TRAINING EXPENSE CHIEF CAMMACK AND LT, DUNBAR HAVE BEEN PRESSING ME FOR A WAY TO PAY FOR THE ADDITIONAL TRAINING REQUIRED BY OSHA FOR CONFINED SPACE RESCUE. IN JANUARY WE DISCUSSED THE NEED TO FMD A WAY TO PAY FOR THE INTER -DEPARTMENTAL CONFINED SPACE ENTRY TRAINING REQUIRED BY OSHA INFORMATION FROM THE FIRE DEPARTMENT SHOWS THAT TWO DEPARTMENTS CAN BE TRAINED DURING ONE FOUR HOUR SESSION. THIS IS PROBABLY FEASIBLE FOR ALL DEPARTMENTS THE COST PER DEPARTMENT TO THE FIRE DEPARTMENT IN TERMS OF MANPOWER IS NST OVER $3000.00 PER SESSION, OR $150000 PER DEPARTMENT, THIS REPRESENTS ALL OVERTAfE MONEY AS CHIEP CAMMACK MUST BRING IN ADDITIONAL PERSONNEL TO COVER DURING TRAINING SESSIONS. OUR DISCUSSIONS AT THE TBNE CENTERED AROUND THE LACK OF FUNDS IN THE FIRE DEPARTMENT BUDGET FOR THIS EXTENSIVE TRAINING THAT WAS NOT ANTICIPATED. ACCORDING TO CHIEF CAMMACK THE APPLICABLE TRAINING BUDGET IS ABOUT $2500.00. OBVIOUSLY THIS IS NOT GOING TO COVER THE EXPENSE. OUR DECISION AT THE TME WAS TO CHARGE EACH DEPARTMENTS TRYING BUDGET 50% OF THE COST ($750.00) AND TRANSFER THAT INTO THE FIRE DEPT TRAINING BUDGET. PUBLIC WORKS HAD A PROBLEM WITH THIS AS THEY HAD CONTRIBUTED BOTH MANPOWER AND MATERIAL TOWARDS THE CONSTRUCTION OF THE CONFINED SPACE TRAINING AREA AT THE FIRE DEPARTMENTS TRAINING AREA. 50 % THE COST OF TRAINING IS NOT GOING TO COVER THESE COSTS.
