I am forwarding a memo from Jerry Hughes, Cemetery Superintendent regarding;
me equipment needed for the recreation and rot budgeted, replacement of culverts washed ou[
during successive smrms earlier this year and finally a modest expansion to the Pine Grove
Cemetery.
Jerry has outlined the ncetl for the respective items N the attached memo and I
would concur with his assessment: It has been the practice to fund capital equipment purchases
for rise canneries form this interest account rather than burden the operating budget of the
cemeteries. There am funds taken from the interest account, annually, to help defray the costs of
operation of the cemeteries during the year. Me funding we are requesting for Mouat Hope
Cemneryis as a reach of an act ofmture, due to the washouts ofthree culverts. Themedfor
additional equipment in the form of weed wackers is a pan of the normal equipment replacement
m enhancement required with aging equipment.
The expansion of Pine Cnove Cemetery has become more important as more
inquiries are maturing for families with loved ones interred in Pine Grove. We are also receiving
inquiries from Ameral directors sluing these lines with some families expecting that they can
assist in creating the uecessary"Pension, I would recommend that the City had all three parts
of this request and would ask if there is any additional ivfooastim that I ren provide to assist m
the process of transferring the required finding to the operating or capital accounts.

Subject: Transfer of Perpetual Care Interest Moneys
This memo is intended as a follow up of our conversation last weak regarding the
cemetery expansion project at Pinegrove Cemetery, culvert replacements at Mt. Hope
and the purchase of two (2) weed wackers for the cemetery. As you will remember we
anticipated pulling the funds from the Perpetual Care Interest Earnings Account to cover
the items listed above.
The cemetery expansion project is a project that "a scheduled for completion in July
of 1994. During that time period we were contemplating expanding Pinegrove because of
me lack of additional burial spaces. We have now been faced with no additional burial
spaces for a two year period. Residents continue to call this office and are requesting tc
purchase burial plots in Pinegrove. Eventually, I will have to be truthful with mese
residents and inform them that the expansion project has been eliminated.
Please note there is enough revenue in the Perpetual Care Earnings account to cover
the cast of the expansion project. The expansion project will give us a minimum of 114-2
grew lob and should provide us with enough burial spaces to cover a ten year period.
The initial investment for the projects will be approximately $15,000 and will include pin
placement, additional loam and an access road. Providing that the 114 two grave lots are
sold M current prices. $57,000 of revenue will be obtained from this development.
AT a time when every department is being analyzed for cost savings it would appear
that the cemetery is not a high priority. In this particular case however, the money needed
for this development is available in Perpetual care accounts that are designated for
cemetery use only. Persons who visit this cemetery regularly want some sort of
assurance that space will be available. They are impressed with the aesthetically
pleasing environment and want to be buried close to their loved ones.
The culvert replacement project M Mt. Hope is desperately needed. Three culverts must
be replaced on Severance St., Webster Ave and the Woods Road. The cast of the
culverts for all three locations is $5110.1 have estimated that labor and equipment costs
for this project will be an additional $1,500.

After talking with Matt regarding the purchase of gas hedge trimmers, Mad strongly
suggest that" purchase two (2) weed makers instead of the hedge trimmers. These
items will cost approximately $400.
1 am requesting that $17,480 be transferred form the perpetual Care Interest Account
to cover the cost of the cemetery expansion, the purchase of 2 mod makers and the
culved replacement at W. Hope.
Please refer this request to the Finance Committee at your earliest convenience. If you
have any questions regarding Me estimates I have provided please consult with Mad
Knowles or myself. -
