An additional quarterly charge which may be established from time to time by Council Order shall.be assessed against any property where roof drains aredirectly connected to the City's sanitary and/or combined sewer systems. In instances where a single account includes, multiple dwelling units or commercial or industrial establishments, this charge shall be increased by multiplying the quarterly fee by .the number of such residential, commercial and industrial units. The quarterly charge shall be billed in arrears and shall only be charged against those accounts where roof drains remain connected to the sanitary and/or combined sewer systema as of the date the water meter is read. These charges shall be made on accounts read on or after December 31, 1996 1991. .It shall be the responsibility of the property owner or his or her agents to provide information satisfactory to the Superintendent of the Treatment Plant that all roof drains have been disconnected from the sanitary and/or combined sewer system in order to avoid such charges.
