Funding to the Paul Bunyan Snowmobile club
Responsible Department: City Manager
Commentary: Representatives of the Paul Bunyan Snowmobile Club
appeared before. the Finance Committee and requested that the City
grant them $3,000 this year to continue to develop and maintain
snowmobile trails within the corporate limits of the City of
Bangor. The background information from that meeting is attached.
The Committee recommended that the request be approved subject to
developing a contract between the City and the Club outlining the
purpose of the funds, reporting requirements, and other issues.
The Legal Department has begun working on this contract. In
addition, some discussion was held regarding inclusion of this
funding in the annual budget. To address this, we would
anticipate a three year contract with the Club subject to annual
appropriation by the Council.
The attached order would transfer the requested funds from our
Contingency Account to the Department of Parks and Recreation and
make these funds available upon execution of an agreement with
the Club.

Manager's Comments: The Finance Committee recommended this
action on a vote of 3 to 1 with Councilor Popper in opposition.

General Fund Contingency Account to Account No. 4810-
78010100 for the purpose of providing funds to the Paul
Bunyan Snowmobile Club for development and maintenance of
snowmobile trails within the City of Bangor. Said funds
shall be disbursed upon execution of a contract between
the City and the Snowmobile Club after approval of said
contract by the City Council.

Subject: Funding Bequest, Paul Bunyan Snowmobile Club
Date: August 15, 1996
As the Council may recall, $3,000 was provided last year to the
Paul Bunyan Snowmobile Club to assist in extending a snowmobile
trail into the Bass Park area. I have recently been contacted by
the Club with a request that we provide an additional $3,000.
While last year's request was funded from Contingency, it was
generally tied to the snowmobile registration funds which the
City receives. During last fiscal year, we budgeted $3,150 for
these registration fees and actually received $3,252. This year,
we have budgeted $3,250.
Should the Council wish to -provide funding for this year, it
would once again have to be transferred from Contingency.
Contingency was budgeted at $65,551 for the year and as of yet we
have not used any of these funds. i would also suggest that the
issue of continuing annual funding be addressed. If the Club
anticipates making similar requests each year, and if the Council
desires to provide annual support, this funding could be included
in the annual budget.

On behalf of the Paul Daemon Snowmobile Club of Bangor, I would like to
submit this request for the City Council to consider funding our club
in the amount of $3,000 as they did last year.

sled and drags, and to work on the trails. We felt that, with your
assistance, wew e able to make a good start getting snowmobiling
into Bangor. Although there i much room (isn't there
always?),ur
r trails Were traveled quite a lot, and we know that sleddexe
made a ofRev-Lan for parking and breakfast, as well as stopping at
leadbettexa for gas We must admit, we were disappointed when the snow
disappeared so fast.
It is out intention this year to begin by making our trails wider, e
s
that, insofar as possible, all trails a at least two sleds wide. and
we are in hopes that when the s sthis year, it stays awhile. We
will also plan to assist Parka d Recreation in dragging trails for the
cross try sUiers. If it becomes feasible, we could also use another
drag s4Ad - it is a little difficult to properly maintain the trails for
25-30 miles with only one sled and one person trying to do it alone. Mast
of uscdon't have heavy enough sleds to pull the drag. BUT - Rome wasn't
built in a day - and we are all pleasedraith the start we have made.
We appreciate very much your assistance in making our first year a success,
and hope that you will consider doing so again this year.
