Commentary:
Last April the City issued a request for proposals for development of an approxhnate 10 acre parcel on Union
Street between Union Street Godfrey Boulevard, Mame Avenue and the City's Public Works wren. The CMI Inc.
(Cor tcuction Management Inc.) proposal is the only one received by the City in response to the request for
proposals. The principals of CMI Inc. are Tom Valley and Michael Counts. The CMI proposal is fora retail and
office park.
A City Council workshop will be scheduled Monday, August 26, before the City Council meeting to provide
CMI Inc. an opportunity to present its proposal and preliminary concept plans. John Rohman, of WBRC
Architectiulmgineem, is scheduled to present plans for the project.
This Council Order would designate CMI Inc. As Tentative Developer of the site fora period of 90 days
during which time the City staff and Community and Economic Development Committee would negotiate an Option
Agreement with CMI Inc. for future consideration by the City Council. The Tentative Developer status essentially
means the City will negotiate exclusively with CMI Inc. during the 90 day period, and grans CMI standing m
further pursue its planning for development of the site. The Option Agreement will specify say development
restrictions the City may want, and will provide for City review and approval of preliminary and firW development
plans.

THAT
WHEREAS, the City of Bangor received a proposal for the
acquisition and redevelopment of the Union street/Maine Avenue
Development Parcel described on a plan entitled "Disposition Plan
of Union Street/Maine Avenue Development Parcel (Plan NO.L-279)",
dated August 21, 1996, said plan being on file in the City
Engineer's office; and
NMEREAE, the City Council has.reviewed and evaluated a
preliminary redevelopment proposal relative to said parcel;
NOW, THEREFORE, Ey the City Council of the City of Bangor, be
it ORDERED THAT CMI Inc. (Construction Management Inc.) 1s hereby
designated as the Tentative Developer of the Union Street/Maine
Avenue Development Parcel as designated on a plan entitled
'Disposition Plan of Union Street/Maine Avenue Development parcel
(Plan No. L-279)", dated August 21, 1996, said plan being on file
in the City Engineer's Office, for a period of ninety (90) days,
during which time the Legal Department, in consultation with the
Community and Economic Development Committee and the Director of
Community and Economic Development, shall be authorized to
negotiate an option Agreement with CMI, Inc. for future
consideration by the City Council.
