COUNCILOR Convened at 7::30 p.m. 111 Chaired by Mayor Farrington Councilors Present: All Meeting Adjourned at 8:35 p.m. PUBLIC COMMENTS: Mr.Jim Labreck of Bangor,came forward and stated that he Felt that his First Amendment Rights were violated when he made a request to distribute newpapers at the Welfare Department and was refused, even though there is no formal written policy regarding the distribution of materials there. City Manager Barrett indicated that there is a policy on display and distribution of materials for City Hall,and that this decision was based on,and consisten with, the City Hall policy. This topic was referred to the Government Operations Committee for further discussion. Mr.Nick Bearce,Dillingham Street,commented that he did not understand why councilors still had questions about the Dispatch Situation after eight years of discussion. Mr. Victor Kossoy,260 Hammond Street,suggested that theRredesign of West Market Square include a set of rapids for visual effect,similar to the actual Kenduskeag Stream rapids.
