The low bid was received from Pike Industries of Tilton, NH and was within 19.5% of the engineers estimate and approximately 9% below the second bidder. This project has been approved by the FAA under AIP 3-23-0005-21 and is being fiinded with Me Federal, 5% State and 5% Airport funds. All bids were reviewed by the Airport's corwbant engineer Hoyle, Termer & Associates and were found to be in order. The qualifications of the low bidder, Pike Industries are well known by both the Cay and the Airport emmuhant and Pike is considered to be well qualified to perform the work required to satisfactorily complete the Project - see attached letter from Hoyle, Tanner& Associates. This contract award is contingent upon final gram approval by the FAA The following Council Order to award the purchese to Pike Industries in the amount of$855,870.00 was reviewed "a Finance Committee an July 15, 1996, and referred to the City Council with a recommendation for approval. This letter is to advise you of our findings and of indicate our recommendations for the Award of Contract. The subject contract was separated into two (2) schedules, Base Bid and Additive Attempts. Upon review of the Bid Canvas and the availability of funding, it has been determined that it is feasible to construct only the Base Bid portion of the project at this time. Two bids proposals were received as follows'. F18N BABE -Bl Pike Industries $855,870.00 Lane Construction $940,]60.00 Pike industries bid is the lowest bid submitted for all schedules. Their proposal form Is duly signed by the Heavy-Highkxay Division Manager of the Corporation and impressed wilt the corporate seal. The Certificate as to Corporate Principal is attached and properly executed. The proposal is accompanied by a signed and sealed "Bid Bond" in the amount of 5% of the bid, countersigned by attorney in fact. A notarized "Statement of Bidders Qualifications" by Pike Industries, Inc. was received with the bid. The statement indicates that they have never defaulted on or failed to complete a contract awarded to them. The required Federal Assurance forms, "Requirements for Bids for RIP Contracts" and "Nen Segregated Facilities" were executed and included with the bid. DBE 'Required Assurance to be included in all Proposals" was also included and indicated the contractor planned to utilize no less than 2.4% DBE participation. We have discussed this with Pike Industries and they have since indicated by a letter of June 13, 1996, that they have aaIr HN 96-315 Mr. Bob 7fil ear, Airport Director July 11, 1996 Page 2 committed to providing 138% DBE participation. The Contract's goal for DBE participation was 11.954 participation. Pike Industries, Inc. is knowledgeable of the type of work required to do this project as they have worked as both general contractor and paving subcontractor on numerous airport projects in the pest. Pike Industries, Inc.'s bid (Base Bid only) is within 19.3% of the Engineers Estimate and is approximately 9.0% below the second lowest bidder. Based on our review of the bid documents, we believe Mat Pike Industries, Inc. is capable of satisfactorily completing the project with the prices bid and recommend the following: 1. Seek concurrence in the award of the contract for Base Bid plus the Additive Alternate Bid to Pike Industries, Inc. for $856,87U0 2, With Me above concurrences, award the subject contract to Pike Intlustries, Inc. contingent upon satisfactory execution of the Contract between the City of Bangor and the Contractor, with the delivery of acceptable bonds and insurance to the City at the time of execution. Enclosed are four (4) copies of the canvas of bid for the items to be constructed as part of this contract, and a draft transmittal letter to the FAA for your use.
