It would direct the City Manager to prepare a position paper outlining alternative pay plans which emphasize merit based increases, review the relationship between pay plans and cost of living adjustments, and review issues surrounding merit based pay plans including the consistency of evaluations between separate supervisors and across organizational units. The position paper would be available for Council review on or before September 15, 1996. DBD&BED, THAT WHEREAS, the City's current pay/classification plan was established in 1989; and WHEREAS, this plan provides for salary advancement based on considerations Including job performance; and WHEREAS, in addition to step increases, the City Council from time to time provides cost of living adjustments which are granted to all employees; and WHEREAS, alternatives to the current pay/classification system may exist which would allow for greater emphasis on performance as the basis for granting individual employee pay adjustments; and WHEREAS, the City Council wishes to review such alternatives along with their advantages and disadvantages and to compare them with the City's current system; NOW, THEREFORE, BE IT ORDERED BY THE CITY COUNCIL OF THE CITY OF BANGOR, THAT: the City Manager is hereby directed to prepare a position paper outlining alternative pay plans and their advantages/disadvantages in comparison with the City's current pay/classification plan. This position paper shall analyze alternatives which place greater emphasis on performance and merit in determining the rate of pay of individual employees, shall analyze the relationship between the existing pay plan and periodic cost of living adjustments, and shall review issues impacting upon the effectiveness of merit based pay plans including the consistency of evaluations between separate supervisors and across organizational unite. This position paper shall be provided to the City Council on or before September 15, 1996.
