THAT the City Manager is baeby authorized and directed to execute a License
Agreement allowing the Cabrel Company to encroach into the Harlow Street
Right -of -Way for the purpose of conameding a handicap access ramp to serve an
existing budding located at No. 350 Harlow Street, provided that the License
Agreement shall be in a form acceptable to the City Solicitor.

RE: InTown Plaza - Proposed Handicap Ramp
Harlow Street, Bangor, Maine
Bear Tin.
Enclosed for your review is a Sketch Plan of a proposed
handicap ramp to be constructed on the Harlow Street side of
the InTown Plaza. I reviewed the plan and proposal with Art
Morgan from your department to determine the possibility of
constructing the proposed ramp which will extend approximately
one foot beyond our property line. Art suggested that I submit
sketch showing property lines and dimensions for the proposed
amp along with a request of the City for permission to proceed
with the proposed project.
Accordingly. Cabral Company hereby requests a license from
the City of Bangor to con ,struct a handicap ramp at the InTown
Plaza which will encroach approximately one foot on City
property, a shown on the enclosed SketchPlan. Additionally,
Cabral Company agrees to repair/replace all areas disturbed
during construction to at least as good a condition as existed
prior toconstruction.

SUBIECT: Request to Occupy a Portion of Harlow Street RRV- Fransway Realty
Recently we received a request from Frionmy Realty to allow a one foot
encroachment into the Inflow Street right-of-way to construct a new handicap access
ramp into a portion of their lntown Plain building. The ramp would be Constructed on the
Harlow Street side of the building and roe parallel to the sidewalk. There is not enough
room between the building face and the right-cf-way line to construct a ramp to ADRs
required width standards, so Fmruway, is requesting pennission for placing the ramp one
foot into the right-ofway for a total distance of approximately 28 feet. Because the
purpose is to satisfy ABA reluhemena, this type of construction does not need to meet
any minimum setbacks. I have inspected the location and determined that the proposed
ramp would not extend into the sidewalk nor create any foreseeable problems. I have also
discussed the request with the City Solicitor. If the request is approved, a license
agreement would be prepared to allow the encroachment.
I have requested that this item be placed on the next Municipal Operations
Committee agenda. At that time, I wJl have a plan showing the exact location, etc.
involved.
