FOR TIRE REMOVAL AND DISPOSAL SERVICES ResponsibleDepartment: Engineering Commentary: The attached Council Order authorizes execution of a one year contract with Sawyer Environmental Recovery Facilities and T.I.RE.S. for removal and disposal of discarded fires which are stockpiled at the City's Kittredge Road Landfill. The joint Proposal submitted by Sawyers and T.I.RE.S. was the only response to the Citys RF.P. for these services. ]heir proposal of 569.50 par ton is a very good price for tine removal and disposal. Ring, City Engineer SUBJECT: Tire Disposal Services Bid In the fall of 1994 we completed closure and capping of the main part of the Kittredge Rand Landfill, which had formerly been used for rubbish disposal. There is also a large stockpile of discarded tires located at the northerly, side of the site which and be removed and properly disposed of Over the pest year I have been monitoring the tire processing and disposal market in order to time issuance of the City's RFP to achieve the lowest cost. On May 29, 1996 we received one proposal, which was a Joint proposal from Sawyers of Hampden and T.LR.E.S, ofEGoi, Mune. These two fires are the only two licensed tire processors of sure size in Maine. Services to be provided under their proposal includes loading tires at the Kittredge Road stockpile and transporting them to the processing facility where they will be shredded and chipped into a firm product which will be used by paper mills. As an added benefit the City of Bangor will be able to claim a recycling credit due to recent legislation which now recognizes this type of fire disposal as a beneficial reuse. The price for these services in the Sawya/T.I.R.E.S. proposal is $69,50 par ton. We have checked prices and services that these companies have provided to a number of Maine cor muNdes during the past year and found that disposal comm have ranged frwv $82.00/toe to $110.00/ton with the average being around $90.00/ton: Our price of $69.50 is a very good prim. All references regarding service by both firms were excellent I anticipated a total contract amount of approximately $300,000. We will be able to oacml the expenditure by dimming the connector on how many time are to be removed. Funding Ran this comment is available from reimbursement the City received from the State ($40,WO+) for landfill closure. We will need to reserve some funding for additional Wading and capping of the landfill area from which Lues are removed. An expenditure of $300,000 will not I"y ranove au of am the stockpile, but will reduce it considerably. We will have a better eminate of the total number of time once removal is underway. 96-2)6 It is my recommendation that we enter into a wntract with Sawyedf.CRE.S. for tire removal and disposal services.
